Funding Source: N/A

Contact: John Sturdee, (707) 436-7228

RECOMMENDED ACTION
Adopt resolution.

STATEMENT OF ISSUE
Industrial Emergency Council (IEC), a non -profit organization, coordinates and manages a vocational education program in collaboration with the state community college system that utilizes state funds to reimburse fire agencies for training compl eted by on-duty personnel. For FY 24/25 participation in the program, the Fire Department is requesting a budget adjustment of $67,301.91 in expenses and $67,301.91 in revenue, which would allow the department to spend the revenue earned on unplanned expen ses that have risen throughout the course of the fiscal year.

DISCUSSION
In order to participate and be eligible to receive funding through this program, the Fire Department must designate an Instructor of Record through IEC who is responsible for maintaining, auditing, and submitting accurate department training hours. The department’s Training Battalion Chief serves in this capacity , and the Training Division manages the incoming funds. At fiscal year end , the department will have earned $67,301.91 for t he corresponding summer, fall, winter, and spring semesters. As the department already maintains training

records, participation in the program requires little additional administrative effort in exchange for significant funding to offset unexpected costs throughout the year.

FINANCIAL IMPACT
Since funding earned through the program can vary significantly, the department did not budget for the revenue at the time of budget adoption. To have a balanced request with a net neutral impact, the department has waited until the spring semester figures were released to make a budget adjustment request to revenue of $67,301.91 (10055200) for fiscal year (FY) 2024-2025.

The department intends to utilize the funds to offset a variety of costs, including personal protective gear and equipment that will be critical for the upcoming fire season, in keeping staff safe while optimizing service delivery in our community. The department is requesting an offsetting expense adjustment of $67,301.91 (10155200) for FY 2024-2025 IEC participation.

ALTERNATIVE ACTION
The City Council may choose not to approve the budget adjustment, but then the Fire Department would need to forgo purchasing much needed equipment and personal protective equipment that are critical for firefighter safety and effective operational performance.
