STATEMENT OF ISSUE
Fairfield-Suisun Unified School District (FSUSD) has state funding to offer after-school programming to FSUSD -eligible students and seek s a partnership with the City of Fairfield , through the Parks & Recreation Department, to staff and operate an after -school program at Anna Kyle Elementary, Fairview Elementary, and Sullivan Academy.

DISCUSSION
Over the past two decades, the City of Fairfield Parks & Recreation received grant fu nding through the California Department of Education to staff, operate, and administer comprehensive afterschool programs at seven FSUSD school sites. In late 2024, the City received notification that grant funding is no longer eligible to be received dir ectly by cities, and funds will be transferred to the local school district, effective June 30, 2025.

The State of California provides funding for use by and through School Districts for Extending Learning Opportunities Programs (ELOP). FSUSD has been ope rating ELOP at all of their school sites for the past several years. In early 2024, FSUSD solicited an RFQ/P process for selecting contract service providers to staff and operate their ELOP programs. The City of Fairfield Parks

& Recreation responded to the solicitation and was selected as one of the contract service providers. The city will provide services at Anna Kyle Elementary, Fairview Elementary , and Sullivan Academy beginning August 13, 2025, through July 3, 2026. This includes 180 regular school days, including minimum release periods, and 30 days of full -day service during the summer.

A formal Independent Contract Service Agreement between the two agencies outlines the collaborative partnership and responsibilities. FSUSD will administer the State funding program and all reporting requirements. The city will provide qualified staffing and all program supplies for the daily operation of the after-school programs.

The ELOP funding will provide 100% of all the direct costs of the City’s commitment and responsibility for operating the programs. The anticipated service level requires the h iring of between 35 and 45 part-time staff as Recreation Lead and Recreation Assistant , with work schedules total ing up to approximately 1 ,200 hours per year each, and one (1) full -time Recreation Supervisor. These positions will be recruited as ‘provisional’ throughout the contract period or as extended and modified as mutually agreed by all parties.

FINANCIAL IMPACT
There is no financial impact as 100% of the cost for the contracted service will be reimbursed to the City with a not-to-exceed limit of $1,941,760.

PUBLIC CONTACT/ADVISORY BODY RECOMMENDATION
At the March 20, 2024, School Board Meeting, the Fairfield -Suisun Board of Directors approved the City of Fairfield Parks & Recreation Department to serve as one of the contracted service providers for the ELOP - afterschool programming.

ALTERNATIVE ACTION
The council may choose not to enter into a contract (RFQ/P-Contract #2244-26) for a service agreement with FSUSD.
