Authorizing an Update to the Fiscal Year 2024 -2025 Transportation Budget for the Transit FAST Connect & Americans with Disabilities Act Fund

Funding Source: $1,640,000; Transportation Fund ($1,140,000, Transportation Development Act; $500,000, Federal Transit Administration)
Contact: Nicole Benson, (707) 434-3806

RECOMMENDED ACTION
Adopt resolution.

STATEMENT OF ISSUE
The City of Fairfield’s Public Works Department’s Transportation Division is responsible for administering Fairfield’s transit system, FAST. This includes the City’s fixed route (FAST), microtransit (FAST Connect) and paratransit (FAST Connect Americans with Disabilities Act [ADA]) systems. The Transportation Division receives and is allocated grant funding to operate FAST services, the primary of which being the Transportation Development Act (TDA) and the Federal Transit Administration (FTA). The adoption of this resolution authorizes an update to the fiscal year (FY) 2024-2025 Budget to increase grant fund allocations.

DISCUSSION
The Transportation Division receives grant funding from multiple sources, the primary of which being TDA and FTA. These monies were previously allocated for and allow the Transportation Division to operate public transportation for the City. Due to increased costs and administrative oversight, increased expenses for grant funds in FY 2024-2025 were not adequately budgeted in the Transit FAST Connect & ADA Fund (Fund 452), which prevents these funds from being utilized despite their availability. Four microtransit/paratransit vehicles were purchased in April for FAST

Connect and FAST Connect ADA Services. Due to an increase in costs, this expense exceeded what was e stimated in the original budget. Due to administrative oversight, funds were primarily allocated to the Transit Fixed Route Fund (Fund 451) in the FY 2024-2025 budget. As funds should have been split between Transit Fixed Route Fund and the Transit FAST Connect & ADA Fund, some budget items in the Transit FAST Connect & ADA Fund do not have adequate funds allocated. As such, the Transportation Division does not have enough money allocated to Transit FAST Connect & ADA Fund to continue operations for the rem ainder of the fiscal year. This increase in budget will allow FAST to continue providing the essential service of public transportation for FY 2024 -2025. This includes paying contractors, consultants, janitorial, landscaping, insurance, bus stop improvemen ts, organization dues, electricity and gasoline as needed.

FINANCIAL IMPACT
The total authorization for an increase in appropriations to the FY 2024 -2025 budget for the Transportation (Fund 452) is $1,640,000 from the following: $1,140,000 for the Transportation Development Act and $500,00 0 for the Federal Transit Administration . No general fund money will be used.

ALTERNATIVE ACTION
The City Council may reject this resolution. However, this is not recommended due to the need to provide public transit services to the City of Fairfield. If this occurs, the City would need to reduce and/or eliminate microtransit (FAST Connect & FAST Connect ADA) services.
