RECOMMENDED ACTION
Adopt resolution.

STATEMENT OF ISSUE
One Lake Holding, LLC (Developer) is developing Planning Areas 4 and 5 (Development) of the Train Station Specific Plan (TSSP). A portion of the Development has an existing 18 -inch culvert, a type of tunnel or pipe that carries water under a road, railway, or pathway. This 18-inch culvert drains on the southern corner of the City of Fairfield’s Northbay Regional Water Treatment Plant.

To support stormwater drainage from the Development, the Developer is constructing an additional 36-inch culvert next to the 18 -inch culvert. The recommended act ion authorizes the Developer to construct these improvements.

DISCUSSION
On October 27, 2021, the City of Fairfield Planning Commission reviewed and approved the “Planning Area 5” tentative subdivision map of the TSSP by adopting Planning Commission Resolution No. PC2021-22.

The City currently owns and maintains an existing 18 -inch storm drain culvert that is located on the City’s Northbay Regional Water Treatment Plan Parcel (Assessor’s Parcel Number: 0166-060- 120). A new subdivision, Neighborhood A/B, is designed to drain stormwater towards this culvert.

To handle the additional stormwater directed towards the existing storm drain, the Developer is building a new 36-inch stormwater culvert pipe next to the existing 18 -inch stormwater culvert pipe. This pipe crosses over the Department of Water Resources’ existing 72-inch Northbay Aquaduct Transmission Main.

The Developer has received necessary permits from the Department of Water Resources to construct the new stormwater pipe culvert. The developer has provided all the necessary bonds, insurance, and paid the fees required to enter into this Agreement with City of Fairfield.

FINANCIAL IMPACT
There is no cost to the City in constructing the public improvements contemplated under the agreement. Acceptance of the public improvements by the council will obligate the City to maintain the new 36-inch storm drainpipe and associated improvements.
