STATEMENT OF ISSUE
The Waterman Water Treatment Plant (Waterman WTP) is one of two water treatment facilities serving the City of Fairfield. The proposed professional services agreement will provide daily and special inspection services for the Waterman WTP Solar Arrays and High Lift Pump and Power Project (CPW090041).
DISCUSSION
On November 19, 2024, the City Council adopted Resolution 2024-265 approving a contract with C. Overaa & Co. to upgrade the high lift pump station pump and electrical system. The Project involves enhancements to City infrastructure that are essential for the ongoing operation of the Waterman WTP and includes mechanical, el ectrical, and structural improvements, such as replacing the existing five turbine pumps, incorporating a backup generator to ensure continuous plant operations, and installing a new pre -purchased electrical main switchboard with solar breaker for future solar interconnection. The Project will integrate the current solar field design, with construction planned for late summer 2025. Special inspections of the electrical and structural components are required to ensure compliance with building and electrical permit requirements.
Kennedy Jenks Consultants, Inc. (Kennedy Jenks) is a well-established water and engineering firm whose core competencies are water system planning, design, engineering, and construction support services. Kennedy Jenks will be performing special construction inspections on electrical and some structural items required to satisfy permits, as City staff is not qualified for the special electrical inspections. Kennedy Jenks has significant knowledge of the Ci ty’s water system, understanding of the applicable building codes and regulations, and experience on similar projects.
Pursuant to Chapter 28.31 of the Fairfield Municipal Code, professional services shall be let on the basis of the competence demonstrated and the professional qualifications necessary for the satisfactory performance of the services required.
Due to Kennedy Jenks’ expertise and knowledge of the City’s system, staff recommend entering into an agreement with Kennedy Jenks to provide daily and special construction inspection services.
FINANCIAL IMPACT
The professional service agreement with Kennedy Jenks will authorize a contract for an amount not to exceed the total authorization for this agreement is not to exceed $ 303,786, which is the total proposed fee plus a 10% management reserve ($27 6,169 total base fee + $27, 616.90 management reserve). The cost for this agreement will be paid out of the Water Enterprise Fund (Fund 462, Project No. CPW090041). Kennedy Jenks’proposed scope and cost for this work is in line with work on similarly sized projects.
