STATEMENT OF ISSUE
The fiscal years (FY) 2025 -26 and 2026 -2027 Budget is available on the City’s website. The attached resolutions comprise the FY 2025-2026 and 2026-2027 Budget.
DISCUSSION
The attached resolutions do the following:
- Budget Resolutions – Approves appropriations for all funds, updates the Financial Plan and budget policies, includes approval of updated fee schedules, and includes revised staffing schedules for the City and Housing Authority budgets. - General Obligation Bonds Resolution – Approves General Obligation Bond property tax rates for the costs of the North Bay Aqueduct.
- Proposition 4 Appropriations Limit Resolution – Approves the FY 2025-2026 Proposition 4 appropriations limit as required by State law. Fairfield continues to be under this State- defined limit.
- Assembly Bill (AB) 1600 Development Fee Findings Resolution – Is an annual findings resolution required by State law on the status of AB1600 fees that have been deposited with the City (the resolution itself does not change AB 1600 fees). - Vehicle and Equipment Purchase Resolution – Approves vehicle and equipment purchases for FY 2025-26.
- Investment Policy Resolution – Re-adopts the City’s existing investment policy.
FINANCIAL IMPACT
Fiscal impacts are discussed comprehensively in the budget document.
PUBLIC CONTACT/ADVISORY BODY RECOMMENDATION
Budget study sessions were held in March, April , and May of 2025. Public notice was published in the Daily Republic on June 1 and 8, 2025.
ALTERNATIVE ACTION
The following alternative actions are possible:
Budget – Revise resolutions. State law does not require a specific form of budget, but it is fiscally prudent to authorize a spending plan for each fiscal year. If the fee adjustments are not approved, the current fee levels will remain in effect. General Obligation Bonds – Do not approve property tax rates. This would shift $435,561 of costs to the General Fund.
Prop 4 Appropriations Limit – State law requires the adoption of this limit with the annual budget. The limiting factors are defined by the State. AB 1600 Development Fee Findings – State law requires that annual findings be adopted, which the City does at the time of budget adoption. Vehicle and Equipment Purchases – Do not approve vehicle and equipment purchases for FY 2025 -26. This would cause increased delays in the purchases of necessary vehicles and equipment.
Investment Policy – Do not approve the re-adoption of the investment policy.
