STATEMENT OF ISSUE
The Police Department is budgeted for 18 full -time Police Sergeant positions . However, due to various extended leaves and retirements, the department is short-staffed on Police Sergeants.
The department is requesting to add two limited-term (12 months) Police Sergeant positions to assist the department during this transition period.
DISCUSSION
On June 20, 2023, the City Council adopted the City’s budget for fiscal years 2023-2024 and 2024- 2025 with Resolution 2023-149. Within this budget, the Police Department was allotted 18 Police Sergeant positions. These Police Sergeant positions are utilized throughout the department and play a vital role as they are the front -line supervisors for staff. Police Sergeants are also responsible for the day -to-day operations of the department and are assigned to Patrol, Investigations, Traffic, Youth Services, and Homeless Intervention.
Due to extended leaves of absence for various reasons (medical, administrative), the department is lacking personnel to fill this critical position; however, we are unable to staff the position due to being fully staffed according to our adopted budget. The department is requesting to add two additional limited-term (12 months) positions to assist the department during this period. We are hopeful the extended leaves will be resolved by the time the term expires , and the position will be absorbed into the 18 budgeted positions. The department requests that one be approved as of June 27 and the other as of August 22.
FINANCIAL IMPACT
The total additional cost for two limited-term positions would be $72,712 ($36,356 each).
The cost of this position will be covered by the department’s discretionary funds in lieu of the anticipated overtime costs associated with maintaining adequate supervisory staffing levels.
Discretionary funds will come from the General Fund for the Police Department (Fund 101, Organization Code 50200).
