STATEMENT OF ISSUE
The adoption of this resolution will approve the fiscal year (FY) 2025-2026 Engineer’s Report and provide for the levy and collection of assessments within the Smith Ranch Assessment District (District) for the maintenance of streets, storm drainage, and o ther infrastructure within the District.
DISCUSSION
The City formed the District in 1986. In addition to providing funding for some of the initial infrastructure improvements for the Rancho Solano subdivision, the District also provides for the collection of annual assessments to fund the ongoing maintenance or repair of the improvements and open space within the District.
The funding for maintenance projects in the District requires the accrual of funds over time. Since the formation of the District, several major maintenance projects have been completed.
The engineers’ report contains a complete description of the lots and parcels of land within the boundaries of the District, an estimate of maintenance and repair costs during the next FY and the assessment levies upon lots and parcels of land.
The FY 2025-2026 levy for the District is proposed to remain at the FY 2024-2025 levy of $325 per parcel, which does not exceed the District’s adopted assessment range maximum of $395 per parcel established in 1996.
The total proposed FY 2025 -2026 revenue for the District is $468,833, which includes assessments of $389,925 and interest of $78,908. The total proposed FY 2025-2026 expenditure for the District is $4,804,620, which includes project costs of $4,800,000 and administrative costs of $4,620.
Funding for maintenance projects in the District requires the accrual of assessments over time.
Since the formation of the District, several major maintenance projects have been completed. As part of the City’s FY 2023-2024 to FY 2027-2028 Capital Improvement Plan (CIP), the District will fund the 2025 Rancho Solano Pavement Maintenance Project ($2,400,000 by the end of FY 2024- 2025) and the 2026 Rancho Solano Pavement Maintenance Project ($300,000 by the end of FY 2024-2025 and $4,800,000 in FY 2025 -2026). Both projects consist of pavement grinding, crack sealing, adjusting manholes/valves/monuments to grade, and application of an asphalt rubber cape seal, slurry seal, asphalt overlay, and pavement rehabilitation on various streets throughout the Rancho Solano community.
The adoption of this resolution will grant final approval of the FY 2025 -2026 Engineer’s Report and order the levy and collection of FY 2025 -2026 assessments for the Smith Ranch Assessment District.
FINANCIAL IMPACT
The total proposed expenditure for the District is $4,804,620, which will be paid from the Smith Ranch Assessment District Fund 178.
