CITY OF FAIRFIELD
RESOLUTION NO. 2025-123
APPROVING PLANS AND SPECIFICATIONS AND AWARDING A CONTRACT TO BROWARD BUILDERS, INC. FOR THE FIRE STATION 36 AND 39 PROJECT
WHEREAS, the bid opening for the Fire Station 36 and 39 Project (CPW010036 and CPW010092) took place on June 3, 2025; and
WHEREAS, the apparent low bidder was Lathrop Construction Associates, Inc. in the amount of $18,948,000. Their bid was deemed non-responsive and was eliminated; and
WHEREAS, the second lowest bidder was Broward Builders, Inc. (Broward) in the amount of $19,060,217; and
WHEREAS, staff has reviewed the bid documents submitted by Broward and found them to be in order; and
WHEREAS, staff is recommending that the council award the contract to Broward as the lowest responsive and responsible bidder for the total bid in the amount of $19,060,217; and
WHEREAS, funding was allocated in the City’s fiscal year (FY) 2024 -2025 Budget approved pursuant to Resolution No. 2024-133.
NOW, THEREFORE, THE COUNCIL OF THE CITY OF FAIRFIELD HEREBY RESOLVES:
Section 1. The plans and specifications for the Project are hereby approved.
Section 2. The city manager is hereby authorized to enter into a contract with Broward Builders, Inc. for the Project in the amount of $19,060,217.
Section 3. The director of public works is hereby authorized to administer a 10% contingency of the agreement value in the amount of $ 1,906,022, bringing the total construction authorization to $20,966,239.
Section 4. The city manager is authorized to enter into an escrow agreement for security deposits in lieu of retention for said contract, if requested by the contractor.
