AGENDA REPORT
DATE: July 15, 2025

TO: Mayor and Council

FROM: David Gassaway, City Manager

SUBJECT: Resolution 2025-156 CD Approving an Amendment to the City Naming Policy

Approving an Amendment to the Naming City Facilities, Donations, Sponsorships, and Capital Campaigns Policy

Funding Source: N/A

Contact: Dave Zellers, (707) 428-7436

RECOMMENDED ACTION
Adopt resolution.

STATEMENT OF ISSUE
The City uses a policy ( outside of the Administrative Code) to inform decision-making and activities impacted by the naming of city facilities, donations, sponsorships, and capital campaigns. City Council approved the policy on October 1, 2019, by minute action. Since that time, there have been opportunities for additional m aterial support that may not be acted on due to the policy’s verbiage. After feedback from council and the public over the past two years, an updated policy has been prepared for enactment.

DISCUSSION
Amendments to the policy are based on prior direction received from the council (at City Council Retreats as well as in regular City Council meetings) and from external feedback. The material changes to the policy include the following:

- Allowing for material support to be provided not only for a new city fa cility, but also to support the maintenance or improvement of existing facilities - Allowing for legally operating and licensed businesses that substantially derive their income from alcohol or cannabis sales to provide material support for city events , activities, programs, etc.; the policy limits this to those events and activities not expressly aimed at youth

- Clarified language around procedures for naming of city facilities including how the approvals take place and who is eligible for naming recognition

Prior to brin ging this item to council, the final draft was shared with the Honors Committee (consisting of two councilmembers appointed by the mayor annually). The Committee members did not provide any additional feedback. Included with this staff report is the new policy with the amended text. A clean version has been attached to the resolution as Exhibit A.

FINANCIAL IMPACT
The proposed amendment to the policy will allow for the possibility of additional funds to support city events as well as projects to maintain and improve current or future city facilities.

PUBLIC CONTACT/ADVISORY BODY RECOMMENDATION
City staff have been contacted by businesses that heretofore have not been eligible to provide donations or sponsorships under this policy; those busin esses have expressed an interest in supporting city events financially.

ALTERNATIVE ACTION
The council may choose not to amend the policy or provide staff with additional feedback before approving any amendments.
