RECOMMENDED ACTION
Adopt resolution.
STATEMENT OF ISSUE
The City Council adopted Fairfield Forward 2050 in December 2025. The project, consisting of a General Plan Update, Climate Action Plan, and Environmental Impact Report, establishes a vision for growth and development through 2050. The General Plan (Plan) reflects a four -year, community -driven process shaped by input from a broad cross-section of stakeholders gathered through more than 100 engagement activities, including workshops, surveys, pop-ups, and public meetings.
The General Plan will be implemented through staff and elected official decisions, capital improvement projects, Municipal Code updates, programs, and actions over the next 25 years. Staff recommend executing the proposed Professional Services Agreement with Dyett & Bhatia to comp lete the City Council’s short-term implementation priorities efficiently.
DISCUSSION
The current General Plan was adopted on December 3, 2024. Core topics of the City of Fairfield's current General Plan include land use and urban design, transportation, the protection of Travis Air Force Base, public facilities and services, parks and recreation, conservation and open space, and economic development. Chapter 1 of the General Plan (Attachment 3) provides an overview
of the purpose and contents of the Plan. The complete Plan is available online at the City’s website at:
https://www.fairfield.ca.gov/government/city-departments/community- development/planning-division/general-plan/general-plan-documents
Staff recommend using the remaining funds previously designated for the development of the Fairfield Forward 2050 project to fund a Professional Services Agreement to ensure timely and efficient implementation of short -term priorities in alignment with the City Council’s desired timeframes and priorities. These immediate priorities include:
Meeting State mandates related to the Housing Element and General Plan Establishing a General Plan cost-recovery fee
Completing a Municipal Service Review (MSR) and Sphere of Influence (SOI) Report to support future annexations
Establishing implementation priorities based on community input
A detailed scope of work is provided in Exhibit A of the Professional Services Agreement (Attachment 4). The scope of work ide ntifies an additional optional task, “Task 6.2” for the full completion of the Municipal Service Review (MSR) and Sphere of Influence (SOI) study. This portion of the work will only proceed if a reimbursement agreement is executed with a project applicant to fund the expanded MSR preparation. The MSR would support future annexation efforts identified in the General Plan and fulfill Local Agency Formation Commission (LAFCO) requirements. A complete MSR is a requirement of any future annexation as identified in the adopted General Plan.
FINANCIAL IMPACT
While the financial impact of General Plan implementation is not yet quantifiable, it is expected to facilitate future annexations and development. Establishing a cost recovery fee and potentially a General Plan maintenance fee as early as possible will help the City recoup implementation and maintenance costs, up to the full cost of the Plan. The proposed agreement is for a total not-to- exceed amount of $689,324 of which $578,836.40 ($503,336.00 plus a 15% contingency of $75,500.40) will be coming from the Intragovernmental Loan Fund (Fund 551) and $110,487.60 ($95,988 plus a 15% contingency of $14,499.60) which will be paid by the developer through a reimbursement agreement.
PUBLIC CONTACT/ADVISORY BODY RECOMMENDATION
The General Plan reflects a collective vision for Fairfield’s future, shaped through four years of robust outreach and engagement with a wide range of stakeholders. Over 100 community activities—including workshops, surveys, and public meetings—generated meaningful input that directly informed the Plan’s goals and policies. Approximately 20 study sessions were held with the City Council throughout the process to share community input and research findings, and to receive direction at key milestones.
ALTERNATIVE ACTION
If the City Council chooses not to approve the professional services agreement, it may instead direct staff to modify the scope of work, reconsider the selection of consultants, forgo consultant support—though this would significantly delay implementation, particularly development of the Municipal Service Review—or pursue any other course of action.
