STATEMENT OF ISSUE
The Information Technology (IT) department seeks approval for an amendment to the professional services agreement with Park Consulting Group (PCG) to provide post - implementation services for EnerGov land management system (LMS), permitting and licensing software.
DISCUSSION
The EnerGov permitting and licensing software (owned by Tyler Technologies) is one of the components of the Fairfield Fast Forward project to modernize the City’s ERP system. EnerGov serves as an integrated Enterprise Permitting and Li censing System (EPL), enabling the City to more efficiently generate permits and licenses issued to individuals and businesses operating within the City of Fairfield.
In 2023, the City contracted with PCG to assist with the implementation of the EnerGov permitting and licensing software. PCG provided an in -depth understanding of the functionality and structure of the EnerGov software, which was necessary to create custom reports, develop efficient workflows, and assist with go-live support.
The software went live to the public on April 22, 2025. Unanticipated additional support integration from PCG is needed to integrate the City’s HdL business licensing software into EPL.
Since this work is outside of scope of the original agreement, the City seeks to am end the professional services agreement to include integration and additional post-go live support for the EnerGov project.
This project aligns with the Council’s Goal of Organizational Excellence and Strategy for Developing Effective and Efficient Systems and Processes.
FINANCIAL IMPACT
The original professional services agreement with Park Consulting Group was in the amount of $557,400 and with this contract amendment the additional amount requested is $42,600, for a total contract amount not to exceed $600,000 to provide post -implementation services of the EnerGov EPL, Enterprise Permitting and Licensing software.
The term of this agreement would be extended from August 1, 2025, to June 30, 2026, to account for additional support. The funds are available in the Computer Fund 522 (Project CITEGOV002).

ALTERNATIVE ACTION
The City Council may choose not to adopt the resolution. However, if the amendment is not approved, this will adversely impact post-go-live support and integration with Business Licensing software. The City will need to employ limited staff resources for this additional work, which will delay system optimization and create process bottlenecks with manual workarounds.
