STATEMENT OF ISSUE
Travis Unified School District (TUSD) has state funding to offer to TUSD eligible students after - school programming and is seeking a partnership with the City of Fairfield through the Parks and Recreation department to staff and operate an after-school program at Center Elementary.
DISCUSSION
TUSD and City of Fairfield (City) successfully partnered with a Pilot Program to offer an Af ter- School Program at Center Elementary from January 2025 through June 2025, utilizing Expanded Learning Opportunity Program (ELOP) funding.
TUSD Board of Directors approved the City of Fairfield to staff and operate their ELOP program for the 2025-2026 School Year as an independent contract service provider. The City will provide services at Center Elementary, beginning August 13, 2025, through June 26, 2026. This includes regular school days , including minimum release periods, full -day service during I ntercession periods, and full-day service during Summer Break.
A formal Independent Contract Service Agreement between the two agencies outlines the collaborative partnership and responsibilities. TUSD will administer the State funding program and all reporting requirements. The City will provide qualified staffing and all program supplies for the daily operation of the after-school program.
The ELOP funding will provide 100% of all the direct costs of the City’s commitment and responsibility for oper ating the program. The anticipated service level requires the hiring of between eight (8) and ten (10) part -time staff as Recreation Program Lead, Recreation Program Assistant, and Recreation Program Aide as needed , with work schedules totaling up to approximately 1200 hours each per year. These positions will be recruited as “temporary seasonal” throughout the contract period or as extended and modified as mutually agreed by all parties.
FINANCIAL IMPACT
There is no financial impact as 100% of the cost for the contracted service will be reimbursed to the City with a not-to-exceed limit of $409,073.
PUBLIC CONTACT/ADVISORY BODY RECOMMENDATION
At their June 23, 2025, School Board Meeting, the TUSD Board of Directors approved the City of Fairfield Parks and Recreation Department to serve as the contracted service provider for the ELOP - after-school programming.
