RECOMMENDED ACTION
Adopt resolution.

STATEMENT OF ISSUE
Fairfield Municipal Utility (FMU) provides water to city residents on a continuous basis and is responsible for maintaining the existing water system, while ensuring that the system is designed to meet future growth . On May 6, 2025, the City Council executed Resolution No. 2025 -70 to adopt the Public Utility Master Plan (PUMP). PUMP contains condition assessments of all the City’s pump stations, and the Rolling Hills Pump Station (Pump Station) is considered a medium risk. The proposed professional services agreement will provide professional design services for the Rolling Hills Pump Station Pump and Power Upgrades project (CPW090068).

DISCUSSION
The Pump Station was originally constructed as an outdoor facility in 1989, with an enclosure added in 2006. The pumps and equipment are nearing the end of their operational life and are scheduled for replacement, and i t is prudent to begin design activities well before an asset progresses to high risk.

In March 2025 , a request for proposals for the Project's design was posted online and on job boards. Two consulting firms submitted proposals for the Project design. Pursuant to Chapter

28.31 of the Fairfield Municipal Code, professional services shall be let on the basis of demonstrated competence and the professional qualifications necessary for the satisfactory performance of the services required. Following a review process, City staff selected Schaaf and Wheeler Consulting Engineers (Schaaf and Wheeler) as the design engineers.

Once the agreement has been executed, City staff will advertise the Project for bid. Construction is anticipated to begin in the summer of 2026.

FINANCIAL IMPACT
The professional service agreement with Schaaf and Wheeler for design will authorize a contract for a total base fee of $340,530 plus a 10% management reserve in the amount of $34,053. Total authorization for this contract would be an amount not -to-exceed $374,583. Funding for this Project is captured in the Capital Improvement Program through Capital Water Fund (Fund 462; Project No. CPW090068). Schaaf and Wheeler’s proposed design fee for this work is in line wit h similar sized projects.
