RECOMMENDED ACTION
Adopt resolution.
STATEMENT OF ISSUE
The proposed resolution authorizes the city manager to enter into a funding and cost -sharing agreement between the Solano Transportation Authority (STA), the County of Solano , Solano County Transit (SolTrans), the City of Dixon, the City of Fairfield, the City of Suisun City, and the City of Vacaville for intercity Solano Express services for Fiscal Year (FY) 2025-2026.
DISCUSSION
Solano Express provides intercity and inter -regional bus services that connect Solano County cities along the I-80 corridor to the University of California Davis, and the El Cerrito del Norte and Walnut Creek BART stations. As these routes provide transit services for residents throughout Solano County, participating cities and the county jointly fund Solano Express services through a funding and cost-sharing agreement.
Each contributing jurisdiction’s portion of the operating costs for the five Solano Express routes is determined annually using a cost -sharing formula recommended by the Intercity Transit
Funding Working Group (ITFWG), which is comprised of representatives from the STA, Solano County, and each participating city, and facilitated by the STA.
The cost-sharing formula is primarily based on two key factors: Solano Express ridership by residence and population data. Based on the cost-sharing formula, the City’s contribution for FY 2025-2026 is $537,074. In accordance with the conditions of th e funding and cost -sharing agreement, contributions for future fiscal years shall require formal approval by the STA Board by May of each year and will subsequently be brought to City Council for approval.
FINANCIAL IMPACT
The City’s contribution under the proposed funding and cost-sharing agreement for FY 2025-2026 is $537,074, which will be paid using Transportation Development Act funds . These funds are identified for transit purposes and will have no impact on the General Fund.
PUBLIC CONTACT/ADVISORY BODY RECOMMENDATION
The STA Board approved the funding and cost -sharing agreement during its regular meeting on Wednesday, June 11, 2025.
ALTERNATIVE ACTION
The council may choose not to authorize the execution of the funding and cost -sharing agreement. This is not recommended, however, as doing so would constitute a breach to the last intercity funding agreement approved by Resolution No. 2012 -281, which requires that a jurisdiction provide a year’s notice to opt out of the funding agreement.
