STATEMENT OF ISSUE
The adoption of the resolution accepts the West Texas Street Utility Relocation Project (CPW090044) as complete.

DISCUSSION
On July 16, 2024, the City Council adopted Resolution No. 2024-187, approving a contract with Cratus Inc. (Cratus) to replace the aging 12-inch water main along West Texas Street between Curtis Drive and Pennsylvania Avenue. The new 12-inch water main will be installed on the north side of the street. As part of the planned improvements for the West Texas Complete Streets Project (Complete Streets Project), City staff identified the existing water main as a conflict due to its locati on within the proposed right -of-way improvements. Given that the existing water main was nearing the end of its useful life, and its relocation was required to facilitate construction of the Complete Streets Project, staff determined that replacement and r elocation of this segment of the water main was necessary.

Construction in West Texas began on September 30, 2024. During construction of the Project, one change order and one administrative change order were issued, resulting in a total contract adjustment of $39,348. The change order addressed the replacement of a 16-inch tee and valves at the intersection of West Texas Street and Pennsylvania Avenue to prevent potential damage during the upcoming phase of the Complete Streets Project, as the existing valves were found to

be inoperable. Upon completion of construction, an administrative change order was processed to reconcile the final contract amount, reflecting quantity reductions in various bid items. The final punch list items for the Project were completed in March 2025.

The construction authorization for the Project was approved for $2,295,678. This amount included a total bid of $2,086,980 and a 10% contingency of $208,698. The final cost for the Project was $ 2,126,328, which is approximately 7.38% below the amount authorized for construction.

Following the council’s acceptance of the project as complete, a notice of completion will be filed with the County of Solano’s Recorder's Office.

FINANCIAL IMPACT
The Public Works Operati ons Division will manage expenses associated with the ongoing maintenance of the West Texas Street water main, which will be funded by the Water Utility Fund (Fund 461).
