Hi Kelsey,
We are thankful for your thoughtful letter about housing homeless on North Texas.
We are working on ensuring residents are fully informed. Unfortunately, the project has moved forward without much community involvement. This makes for bad policy.
I’m bcc’ing the City Council so they may also hear from you. And I’m cc’ing the clerk to ensure it’s in the public record.
Thank you again. Your voice matters!

2 I appreciate your decision to pull the item from the consent calendar to allow for public discussion at tomorrow's City Council Meeting and Wednesday's Town Hall meeting regarding the proposed Vista Ridge Permanent Housing Project.
I’m writing to express concerns about this project and urge the City Council to delay a decision to allow for greater public engagement, transparency, and evaluation of potential community impacts.
Many residents, business owners, and neighborhood stakeholders were unaware this proposal was moving forward, and understandably feel caught off guard.
While we all support compassionate solutions to address homelessness, decisions of this scale require careful planning, inclusive dialogue, and a full understanding of long- term impacts, especially when it comes to safety, economic impact, and integration with existing services and neighborhoods.
At a minimum, our community deserves:
A clear explanation of the proposal, including funding, site selection rationale, services offered, and long-term oversight.
Opportunities for public input and questions through community meetings or workshops.
An overview on how this will impact the city financially, both short and long term. Data-driven analysis of similar project outcomes and impacts on surrounding areas in Vacaville, Fairfield, Dixon, American Canyon and Vallejo.
Thank you again for postponing this agenda item to provide the community with a meaningful opportunity to learn, ask questions, and collaborate with you on solutions that balance compassion with safety and accountability.
Thank you again for your service and leadership.
Sincerely,
Kelsey Morgado, Paradise Valley Resident
