First, I believe this project should be divided into two votes: First, the need for a facility and Secondly, the location of the center.
I believe the problem being addressed is homelessness, visible drug abuse, and mental illness. I was working at Napa State Hospital when Governor Reagan decided to move the responsibility to treat mental illness from the State to the County level. Her we are, 50+ years later still discussing the solution, only homelessness has been added to the problem.
I fully support a treatment center to address all three problems. No, drug addicts will NOT be allowed to continue using while a member of the program.
You don't often get email from [email protected]. Learn why this is important CAUTION: This email originated from outside the organization. Do not click links or open attachments unless you recognize the sender and know the content is safe.
2 As to location, I am adamantly against placing the facility next to one of the most popular family restaurants in Fairfield. How many of you have bought software for your business use and then spent months trying to adapt it to your business. You're doing the same thing here. Poor solution for a complex problem.
I would propose building a treatment center with a wing for homeless individuals until they can find permanent housing. The drug abuse program would be in a separate area. Likewise the mental illness treatment program.
Location, you ask? Next to the Detention facility on Claybank or in that vicinity. Another option would be near the Solano County Family Health Services and the Correction's Dept. The Sutter Medical Facility might provide internships for manpower.
How are you going to fund it. Local sales tax. Many years ago, the City of Chicago added one cent to the local sales tax. Anyone sleeping on the streets had a choice: treatment or Cook County Jail.
Summary, No on converting the SureStay Hotel to a treatment center. Poor location.
