Re: Rezoning of Sure Stay Hotel, 3331 North Texas Street, Fairfield, CA Dear Mayor Moy,

I am writing to express grave concern for the recent City Council 4-2 vote to rezone the Sure Stay Hotel located at 3331 North Texas Street from commercial to residential use. Please accept this letter as my strong opposition to this project. As a retired member of a local law enforcement agency who served 28 ½ years in the profession, my level of experience, training, and education, with an M.S. in Law Enforcement and Public Safety Leadership, positions me well to share insight into this ill-fated project. It is incomprehensible as to why four of our City Council members voted to support transitioning this property to a Housing First model that would draw sex offenders, mentally ill individuals, and other felons from throughout California to Fairfield. It is known that two neighboring cities, Vallejo and Vacaville, voted this type of project down in the quest to prevent negative impacts to public safety and overall quality of life in those two communities. Based on the serious threats to public safety that these housing projects create, and concerns about the City’s decision to “go into business” with The Danco Group, there are significant concerns.

The Sure Stay Hotel has a current reputation of being an unsafe location. It would be prudent to review Fairfield Police Department and Fairfield Fire Department calls for service there for the past few years. That data will reveal the various types of crimes that occur at that location as well as any other types of public safety responses. Any time a Police Officer or Firefighter responds to calls, there is an inherent risk to their safety. Why is the City of Fairfield and some members of the City Council choosing to increase safety risks to our public safety

professionals by inviting criminals and the mentally ill to live in a densely populated location that is in very close proximity to businesses and residential areas, and school bus pick up and drop off locations? Many of these individuals will not have vehicles, so they will be on foot and loitering around and in businesses and neighborhoods. Given these individuals’ criminal histories, mental health issues, and lack of drug or alcohol restrictions at the location, this poses a significant risk to North Texas Street and the wider community. The Sure Stay Hotel is already unsafe and a safety concern in our community. It is grossly irresponsible for anyone in the City of Fairfield organization or anyone serving on the City Council to support this project.

How did this project come to fruition? What City employee(s) and/or Department is either responsible for the idea or was contacted by The Danco Group and engaged in discussion and negotiations with them? Who signed the loan application and what date was it signed? The Danco Group is projected to generate substantial revenue from this project. However, concerns regarding the company's ethical and business practices have been raised, as evidenced by the Facebook page “Boycott The Danco Group” and various publicly available online reviews. The City organization either failed to vet The Danco Group, missing significant negative information about the company, or they did vet the company and chose to ignore their reputation. In either case, it is disturbing that the City of Fairfield would engage in any business dealings with a company that has such a poor reputation. We shouldn’t even be at this stage anyway. The City should have never entertained this seriously flawed idea.

Why would the City want to convert the Sure Stay Hotel into a Housing First location when millions of dollars have been expended or are committed to the Heart of Fairfield plan? How long does the City or some Council members believe it will take for the North Texas Street area to become a serious public safety and quality of life threat? Businesses will close, property values will plunge, and people will not frequent that area out of fear for their safety. If the overall idea was to improve Texas Street (historical Highway 40), then City personnel and some Council members have failed in their vision. The decision to apply for a loan for this project and to vote “yes” to rezone is shortsighted and in blatant contradiction to the aggressive and expensive West Texas Street Heart of Fairfield plan. Fairfield has four main entrances to the city – West Texas Street, Travis Boulevard, Air Base Parkway, and North Texas Street. It is a shame that no consideration is given to the impression that residents and visitors have when entering our community.

It matters how people view our community if we want to thrive. West Texas Street used to be a beautiful area upon entering our city. It now has challenges with the Transportation Center, Allan Witt Park, and the County Jail (with releases into our city), to name a few. Travis Boulevard has Solano Mall which presents another set of problems for public safety. Air Base Parkway was declared an unsafe roadway and has been for many years. It is the main entrance from the freeway to access Travis Air Force Base. Air Base Parkway has been declared “home” to transients who erect tents along backyard residential fences bordering the Parkway. These transients at times choose to walk across the Parkway or loiter in various commercial and residential surrounding areas. Finally, North Texas Street. This area used to be a clean area of the city with views of the hills in any direction. Now, almost daily, there are individuals begging for money and/or food who stand in the center divides and loiter in the surrounding business areas. These issues demand public safety responses and negatively affect our community. To

deliberately place almost 100 individuals with criminal histories and mental illnesses in the North Texas Street area is inconceivable. We cannot thrive if our city’s reputation is harmed. We will lose our ability to attract and retain businesses.

As a long-time Fairfield resident, I am appalled that this project was even given any consideration. What responsible city government or city council knowingly invites individuals with serious criminal histories and mental health disorders that pose public safety threats, especially to children, to live in their community? The answer is simple. No city government or city council should consider and/or approve the deliberate decline of their community. Why should any Fairfield taxpayer have to fund people from anywhere in the state to come to Fairfield and drain public safety services and victimize our city’s residents and businesses? Along with victimization, this project will also lend to the decline of Fairfield’s regional reputation. That is completely unacceptable.

The recent decision of four City Council members to vote “yes” to rezone Sure Stay Hotel to a Housing First model, thus inviting increased crime and decreased public safety, is more than enough to vote them out of office. Their vote does not support measures intended to protect the community from potential risks associated with this project. Council members should reconsider and vote "no" on rezoning to stop the project. Fairfield should not serve as Solano County's dumping ground. Historically, that has been the case and the mentality that this is okay must cease for Fairfield to thrive. It will be impossible to attract high quality businesses and to create and sustain a healthy quality of life for residents if Sure Stay Hotel becomes yet another Shelter Inc. location that drains public safety resources, downgrades Fairfield’s reputation, and poses a serious public safety threat.

Lastly, with the Federal government’s shift away from the Housing First model and towards involuntary treatment for mental health and drug addiction, why is the City and some City Council members engaging in spending millions to further fuel the homeless industrial complex? There is a reason the government is shifting away from Housing First – it has never worked and has only exacerbated the problem.

Respectfully,
Lisa Murphy
