Hi Esther.

Another letter for public record.

Thank you!!

Good morning,

Mayor, Attached is my letter concerning the hotel:

Mayor Catherine Moy
City of Fairfield

Dear Mayor Moy,

I am writing to you today to express my concerns regarding the potential use of the Sure Stay Hotel, located at 3331 N Texas Street, as a facility for the homeless, individuals struggling with addiction, and those facing mental health challenges. As a retired Police Officer with 23 years of service in the City of Fairfield and an additional five years in Davis, I have firsthand experience with the issues that have historically plagued this establishment.

During my time on the beat, it was not uncommon for officers to respond to multiple calls for service at the Sure Stay Hotel throughout the day. These calls included, but were not limited to, incidents involving occupied vehicles in the parking lot with individuals using narcotics, domestic violence, assaults, and medical overdoses. One particularly alarming incident occurred in 2014 when I responded to a disturbance at the hotel. This situation escalated into a dangerous confrontation involving a drug dealer attempting to shoot a user who had failed to pay for drugs. I arrived just in time to witness the suspect fire into a room, leading to a foot chase where the suspect shot at me, and I was forced to return fire.

Given this history, I believe it would be irresponsible for the city to allow The Danco Group to utilize this facility for vulnerable populations. The implications of such a decision extend beyond the immediate concerns of safety and security; they also affect the well- being of the surrounding community. It appears that some members of the city council may prioritize financial incentives over the safety of our residents. While the city may CAUTION: This email originated from outside the organization. 2 benefit financially, the burden of increased calls for service and the associated challenges will fall on the shoulders of local law enforcement and the community.

The area surrounding the Sure Stay Hotel is already experiencing significant issues related to transients, including increased theft, vandalism, and disturbances caused by individuals struggling with mental health issues. The presence of a facility catering to those in crisis will likely exacerbate these problems, leading to a further strain on police resources. Currently, the beat that encompasses the Sure Stay Hotel is patrolled by only one officer, and the anticipated increase in calls for service could overwhelm our already stretched resources.

Moreover, the location of the hotel, situated right off a main exit from I-80, poses additional risks. While the tenants may not have the ability to drive, it is likely that unsavory individuals, including drug dealers and other associates, will continue to frequent the area, further endangering the safety of our community.

As someone who still has family and friends residing in this area, I urge you and the city council to reconsider the decision to repurpose the Sure Stay Hotel. The potential consequences of such a move could be detrimental to the safety and quality of life for the residents of Fairfield.

Thank you for your time and consideration of this important matter.

Sincerely,

Justin Gutierrez
Retired Police Officer
