Subject: Please Vote No On Rezoning for Homekey Project At August 5, 2025 City Council Meeting

Hi K. Patrice,
Hope you are doing well! I know you voted yes on July 15, 2025 meeting to rezone for the Homekey project. I hope you reconsider and vote no at tomorrow night's council meeting, because this is a serious decision. I have done more research on the project and these are the reasons.

1. The developer broke promises and failed to hold public meetings in the promised time about the project, why would the city want to work these people?

2. The businesses in the area are already suffering from the effect of homelessness.

We constantly have homeless trespassing, harassing customers and employees, homeless continue to litter and the human waste is a health issue.

2 3. I feel this project will attract and invite more homelessness to the area and our city.

This will severely effect the businesses in the area, this project is not pro-business.

4. It will negatively affect the residents in the flower streets, Paradise Valley, Laurel Creek, Rolling Hills, and students at Fairfield High, PSA, Laurel Creek, Rolling Hills School. It will change the safety and well being in the area.

5. This area is a busy business area with grocery stores, restaurants, banks, and gas stations. It is a place where families go with their children. Could you imagine your family being around this? People won't patronize this area. This is our gateway into our city a place to be proud of. Not a dump, a ghetto, we don't want the City of Fairfield to become the Tenderloin in San Francisco.

6. The residents in the project will have no restrictions regarding drug use or behavior.

They will have behavioral and mental issues. There will be criminals, drug addicts, drunkenness, illegal activities, sex trafficking, prostitution, drug sales, and alcohol use.

7. The City of Vacaville didn't approve this Homekey project. They did research and toured similar Homekey facilities in San Francisco and saw drug use, vending machines with Narcan and fentanyl test strips. Residents didn't need to be clean or sober this causes no incentive to get better.

This vote effects the whole city and could cause inimical problems in the area, city and county. Let's promote pro-business in the area by helping existing businesses to thrive and attract new businesses, we want to have happy safe families, we don't need more homelessness and crime. I hope you consider the impact of this project to the area and vote no on rezoning.

Thank You,
Cindy Rowland Smith

Hi K. Patrice,
This is Cindy Rowland Smith you came last summer out to my husband and my ranch in Cordelia off Ramsey Road for the Native Sons Oyster Feed in our warehouse. Hope you are doing good! We just heard about the hearing tonight at the council meeting about turning the hotel on North Texas into homeless housing I wrote an email to Esther Beavers and Karen Rees to pass onto Mayor Moy and all the council members, but wanted to reach out to you directly. I am a 5th generation lifelong resident of Fairfield. We own the Chevron station property on North Texas and as you know still own our parents original farm house and property in Paradise Valley where I grew up. I am totally against this it is “Anti-Business” for the area. This is the gateway into our City of Fairfield and we want it to be safe and welcoming! Please consider my request of not allowing this to happen it will affect our business and the area negatively! Hope to see you soon! Thank You, Cindy 707-330-1318
