The local ciƟzens and businesses in the area are opposed to the proposed zoning change and converƟng the Surestay Inn to the Vista Ridge homeless facility.

Many residents were not aware of the project and were frustrated with the situaƟon. This change would add over 100 plus individuals (plus the exisƟng homeless populaƟon) with severe mental illness, drug addicƟon, alcohol abuse and other behavioral issues to our immediate area.

There would be no controls over the behind the door acƟviƟes for these homeless individuals: use of drugs, selling drugs, alcohol abuse, inviƟng other homeless into the facility or from outside areas. Over 70% of the drug overdoes in San Francisco occurred in the Homekey faciliƟes. Would addiƟonal officers be hired for the Police Department to ensure the safety of local ciƟzens? The Vacaville police chief advised they did not have adequate staffing to accommodate such changes. Safety was a major concern.

These individuals could sƟll wander the streets, commit crimes and negaƟvely impact the local business community.

Other ciƟes have experienced closure of businesses, higher thief, property damage and safety issues for employees and patrons.

The community meeƟng is scheduled “aŌer the fact” on Wednesday at 5:00 p.m. People are driving home from work, having a meal with their families and have not prior opportuniƟes to voice their opinion about this project.

PeƟƟons have been circulated with signatures from residents in this area local businesses. There has been inadequate Ɵme to get full input due to the city fast tracking this project.

Other ciƟes have voted “NO” to these Homekey projects. Vallejo City Council won’t apply for homeless project funding, Developer pulls out of Oakland project, Vacaville City Council “a NO vote” and closes the door on Project Homekey.

Does the City of Fairfield have funding to support such a project? “New state budget papers over 20 billion deficit, ignores day of reckoning”, New execuƟve order July 24, 2025 potenƟally cuƫng off funding for “Housing 1st”.

There are also many legal issues for many of these projects with Danco / Shangri-La Industries.

Hopefully the City Council members will consider these issues and the concerns for local residents and businesses in this area. We are strongly opposed to the rezoning and housing plans for Surestay.
