RECOMMENDED ACTION
Adopt resolutions.

STATEMENT OF ISSUE
To ensure compliance with the California Air Resource Board’s mandate for zero-emission government fleets by 2040, the City of Fairfield has initiated the Fairfield Electrification at the Corporation Yard Project (Project). This facility will support the first phase of electric vehicle charging infrastructure. Pacific Gas & Electric (PG&E) must design and construct necessary power upgrades to support the City’s oper ational needs. PG&E’s design work can only begin once specific electrical equipment – specifically the transformer, switchboard, and bu s duct are selected. To avoid potential delays caused by long lead times , the c ity staff recommend purchasing this equipment through Sourcewell to avoid significant project delays.

As PG&E will install and maintain their infrastructure on City property, a separate resolution will authorize the city manager to grant an easement to PG&E to facilitate ongoing access and maintenance.

DISCUSSION
To support the operation of future electric vehicle chargers, improvements are required to both behind-the-meter (BTM) and to -the-meter (TTM) electrical infrastructure BTM improvements, including the transformer, switchboard, and bus duct, will be installed, owned and maintained by the City, while TTM improvements will be installed and owned by PG&E. Since the TTM design depends on the specified BTM equipment, the city staff has proactively coordinated with PG& E for the past 6 months to identify and gain approval for the equipment to avoid project delays.

The City participates in a cooperative purchasing agreement with Sourcewell, a government agency that conducts competitive procurement processes on behalf of o ther government agencies nationwide. To ensure timely delivery and cost efficiency, the City proposes purchasing the approved equipment for $301,55 3.44 through Wesco (Vendor), utilizing the competitively awarded Sourcewell Contract (091422-WES). This cooperative purchasing agreement gives the City access to prequalified vendors and service providers and Sourcewell’s national competitive pricing structure. The vendor is a reputable provider of electrical solutions with proven experience in supporting municipal fleet electrification projects. Purchasing through Sourcewell’s pricing structure will save the City approximately $20,000 compared to advertising the procurement per cross comparison.

Staff are requesting that the City Council adopt the resolution to suspend competitive bidding and authorize the purchase of the BTM equipment from the Vendor for $301,553.44 which includes the equipment, delivery, and sales tax. The equipment will be installed by the general contractor for the Project and construction for the Project is anticipated to start in Spring 2026.

As PG&E will install and maintain the TTM improvements, PG&E is requesting that the City grant a 30-foot by 30-foot easement at the Corporation Yard located at 420 Gregory Lane (APN 0031- 182-400). The easement will be located within the employee parking lot of the Corporation Yard.

The proposed resolution authorizes the city manager to execute the easement deed. As this Project is a part of the PG&E fleet readiness program, the design and construction of the TTM improvements will be at no cost to the City.

FINANCIAL IMPACT
The total cost for the purchase of the BTM equipment is $301,553.44 plus a 10% contingency of $30,155.34 for a total authorization for this purchase of $331,708.78. Funding for this equipment purchase is captured in the Fixed Route Capital Fund (Fund 451; CPW080104). The expense will be paid for utilizing Transportation Development Act (TDA) local funds and Low Carbon Transit Operations Program state grant funds (LCTOP).

There is no financial impact for approving the conveyance of an easement to PG&E.

ALTERNATIVE ACTION
The procurement of the equipment can be assigned as the contractor’s responsibility. This would require the contractor to go through the review and approval process from PG&E. This review process can take approximately 6 months, and it may potentially require the City to revise the Project design. Additionally, the BTM infrastructure has a lead time of 32 weeks which means that after the award of the Project, the City will experience a one-year delay. Staff do not recommend this course of action as this could cause a significant delay.
