Good Morning Carol,
THANK YOU for your thoughtful input. I encourage you to view the July 15, 2025 City Council Meeting where the City Council discussed and voted on the zoning change. I have added a link here to the Meeting. Begin viewing at around 2:42:00 (near the end of the Meeting). You can see for yourself where the City Council Members stand on this issue. https://www.youtube.com/watch?v=-c9NYSAW2Kc

2 I have also added a link to the City Council Meeting last night (August 5, 2025), where the City Council voted NOT to continue the SureStay zoning issue until we are able to get robust community input and comments. Only Moy and Bertani voted to CONTINUE this matter until we hear from the public. The zoning change is now APPROVED. Again, you can see for yourself what the community had to say – and how the City Council voted. Below is the link:

3 Mayor Moy, Vice Mayor Bertani, and other City Council Members, I am unable to participate in person or via Zoom at tonight's meeting or tomorrow's public meeting in Paradise Valley. Instead, I am sending this note with my objection regarding the conversion of the SureStay Hotel at 3331 North Texas to a homeless housing facility. Thank you, first, for your time in considering my objections and questions which are outlined below.
Has a study been completed of other similar facilities where there is a mix of veterans, women, and men who have drug addictions and/or are in need of mental health counseling or treatment drugs? What were the results of this comparison study?
If our neighboring city Vacaville declined to have such a facility for safety reasons, why would Fairfield ignore the safety concerns that another city identified? Will there be a guard at the entrance of the facility to ensure that no other homeless individuals are brought in to stay with their friends?
Will a guard at the entrance of the facility ensure that no items from the rooms are removed unless the items were of a personal nature such as clothing? Will there be pass keys/badges to each level in the facility? Will men and women be housed on different levels, and will there be passkeys/badges that permit access to only a specific level in the facility? This is to prevent any unwanted advances between men and women.
Will the veterans be separated from other homeless individuals because veterans suffer from different causes of their homelessness (i.e. PTSD), and will the veterans have access to be moved to veteran-specific housing?
Will each room have an emergency device (similar to a hospital bed) that can call for immediate assistance?
Will there be counselors, nurses, doctors, and social services employees on site? How will outsiders be prevented from entering the facility? Will there be higher fences surrounding the facility? Will new occupants be required to take a shower before being assigned a room so that no insects are brought into the facility? Will the personal items of the occupants be cleaned before being taken into the facility so that no insects/rodents are brought into the facility? Who is providing the bed linens and towels in each room, and who will be responsible for cleaning these items?
Will additional clothing and toiletry items be given to new occupants, and if so, who is providing these items to the occupants? Who will reclothe and restock toiletry items? Who will be cleaning the rooms and on what frequency? Will the facility be gated with passkeys so that only occupants can enter/exit.
These are just a few of the questions that should be considered when permitting homeless individuals with drug and mental disorders into a facility located within the City of Fairfield.
My main objection is the location of the facility. Please consider a facility near the Shelter Inc. facility on Beck Ave. I understand that the former Walmart building on Chadbourne Road is not an option because CAUTION: This email originated from outside the organization. 4 there are no services nearby. A bus route, though, could be included in the area which shouldn't cost anyone any financial pain, or an existing route could be modified to include a few stops on Chadbourne Road. My other objection is that giving homeless individuals with addiction/mental health issues a roof over their heads does not address the root cause of the whys and hows these members of society became homeless or became addicts. All this initiative does is move the homeless who have addictions and/or mental health into housing. It's like sweeping them from the outdoors into indoors with no responsibility and no medical intervention.
Again, I appreciate your time and consideration in reading my note.
