STATEMENT OF ISSUE
The City of Fairfield requires additional services from Eide Bailly for tax consulting and assistance in filing Inflation Reduction Act (IRA) tax credits currently estimated to be between $2.5 million to $3.2 million. The current contract amount is insufficient to cover the expanded scope of work, necessitating an increase in the contract amount to not exceed $260,000.
DISCUSSION
The City of Fairfield entered into a Professional Services Agreem ent with Eide Bailly on July 11, 2025, to provide tax consulting services related to the filing of IRA tax credits. The scope of services includes advising on tax code, regulations and current guidance, discussing qualifying criteria with architects, engin eers, and contractors, reviewing expenditure request forms and invoices, and assisting with IRS pre-registration filing requirements. The original contract amount was set at $100,000. However, due to the expanded scope of work and additional services required, it is necessary to increase the contract amount to not exceed $260,000.
FINANCIAL IMPACT
The amended contract amount of $260,000 will be funded through the Intragovernmental Services Fund. Any credits received will offset this cost. The $260,000 was not originally budgeted and requires a budget adjustment to the Intragovernmental Services Fund (55120100).

ALTERNATIVE ACTION
The council may choose not to approve the increase in the contract amount. However, this may result in the City not fully benefiting from the available tax credits, potentia lly leading to higher costs for the City.
