STATEMENT OF ISSUE
The City of Fairfield secured a State Highway Safety Improvement Program Grant (HSIPSL) to install striping improvements on Kentucky Street and Broadway Street. This resolution approves the plans and specifications for the HSIPSL-5132(060) Kentucky Street & Broadway Street Striping Improvement Project (Project) and awards a contract in the amount of $299,649.50 to Chrisp Company (Chrisp) of Woodland, California.

DISCUSSION
On May 2, 2017, the City Council approved the Heart of Fairfield Plan (Plan) through Resolution No. 2017-95. The Project, identified as a priority safety improvement in the Plan, addresses the lack of bicycle facilities along Broadway Street and Kentucky Street in the downtown area. These corridors provide key connections to the City’s Civic Center and Fairfield-Suisun Amtrak Station, emphasizing the need for safe bicycle access. An in-field inspection was conducted to evaluate roadway conditions and verify the need for improvements. To enhance safety and connectivity, the Project includes the installation of Class II bike lanes – painted lanes on the road designated for bicycles, green thermoplastic markings in areas where bikes and cars cross paths to increase visibility, and updated traffic signage.

Bids for the Project were opened on July 15, 2025, with the engineer’s estimate at $305,000,00.

Three contractors submitted bids that ranged in price from $299,649.50 and $524,727.05. The apparent lowest bidder was submitted by Chrisp for $299,649.50. Staff have reviewed the bid submitted by Chrisp and have deemed the bid responsible and responsive. There is a significant gap between the lowest bid and the other two bids, which were submitted by general contractors who are subcontracting the striping work—essentially adding a premium to cover the cost of managing the subcontractor.

Following the City's successful acquisition of the HSIPSL grant, the Public Works Department received concerns from downtown residents regarding speeding and increased traffic diverting from Texas Street to Missouri Street. A traffic assessment determined that a four way stop at the intersection is not warranted; however, traffic calming measures are need ed. To address th ese concerns, the department proposes installing channelizers at the intersection to guide traffic and help reduce speeding. As the work can be completed by Chrisp and is estimated to cost under $20,000, staff will proceed with executing a contractor services agreement with Chrisp.

FINANCIAL IMPACT
The Project (CPW070095) has a total budget of $350,000. The construction authorization for this Project will be $329,610.50, which is the total bid amount plus a 10% contingency ($299,645.50 total base bid + $29,965 contingency). This Project will be funded with $249,600 from the HSIPSL (Federal Grant) and $100,400 from the State Gas Tax Fund (Fund 162). The additional work to install the channelizers at the intersection is estimated to cost less than $20,000 and will be covered by the remaining funds allocated to the Project. Finance has confirmed that this additional work will not impact the overall Project budget.

PUBLIC CONTACT/ADVISORY BODY RECOMMENDATION
A notice inviting bids for this project was advertised twice in the Daily Republic newspaper on June 15, 2025, and June 22, 2025. Additionally, a notice of the Project , a complete bid package, or both were distributed to 12 builder’s exchanges throughout the State of California, covering the regions of Redding , San Jose, Stockton and Santa Rosa. One contractor purchased bid documents for this Project.

ALTERNATIVE ACTION
The council may choose not to award the contract, reject all bids and restart the bid process, which would result in a significant delay in the construction Project schedule. Staff does not recommend this as it would cause delays in the Project schedule as required by the grant and the City may potentially lose grant funding. Construction must be allocated by March 31, 2026.
