AGENDA REPORT
DATE: August 19, 2025

TO: Mayor and Council

FROM: David Gassaway, City Manager

SUBJECT: Resolution 2025-166 PW Water System Technical Support Services

Authorizing the City Manager to Execute a Professional Services Agreement with West Yost to Provide Water System Technical Support Services for Development Review

Funding Source: $250,000; Water Enterprise Fund

Contact: Michael Hether, (707) 428-7493

RECOMMENDED ACTION
Adopt resolution.

STATEMENT OF ISSUE
The Fairfield Municipal Utility (FMU) provides water to the cities of Fairfield and Vacaville on a continuous basis and is responsible for maintaining and upgrading the existing water system.

New development projects may require improvements to the City’s existing water infrastructure, such as system extensions or pipe sizing upgrades, to ensure proper support for the development. FMU seeks staff augmentation to provide dedicated support in reviewing development proposals and evaluating their impact on the City’s existing water system and facilities. Staff recommend the council authorize the city manager to execute a professional services agreement with West Yost.

DISCUSSION
FMU is responsible for the planning, operating, and maintenance of the City’s water system. The system includes two water treatment plants, 12 storage facilities, 17 pump stations, approximately 400 miles of pipelines, and over 33,000 water services. To ensure that the existing water system can meet the demands of the new development, FMU staff must assess the existing water system and determine whether improvements are required to support the proposed development. Currently, FMU has no staff to support the pace of new development and requires staff augmentation to sup port development review. Providing technical support for these

activities requires a comprehensive understanding of the City’s water system, facilities, and operational processes.

Currently, West Yost performs FMU’s citywide hydraulic modeling along with other water system planning and design projects, including:

 The City’s Public Utility Master Plan (PUMP).
 Updating and maintaining the City’s water infrastructure Geographic Information System (GIS) database.
 Ensuring the City’s hydraulic model remains calibrated and updated as the water system expands with new development.
 North Bay Regional Water Treatment Plant expansion program.

Given West Yost’s comprehensive knowledge of the City’s water system and involvement in water system projects, including those referenced above, West Yost is the most qualified subject matter expert for this scope of work.

The proposed scope of work includes reviewing conceptual engineering site plans and related studies, providing commentary to address any concerns and uncertainties, and attending meetings with City staff and developers to discuss the City’s conditions and requirements for development, as needed. West Yost understands that the scope of work will be limited to development review as it relates to water system facilities.

The professional service agreement with West Yost for providing on -call water system technical support services for development review will authorize a contract for an amount not -to-exceed $250,000.00. Staff augmentation will allow City staff to better assist planned developments and help ensure development reviews align with PUMP and the City’s long -term water demand projections.

FINANCIAL IMPACT
The professional service agreement with West Yost for on -call technical support services will authorize a not -to-exceed contract for $250,000. Funding for the agreement will be initially provided from the Water Enterprise Fund (Fund 461) and will be reimbursed by the developer prior to the City’s review of any construction-level engineering drawings.
