2 City of Fairfield | West Yost Statement of Qualifications | July 2025 Public Utility Master Plan (PUMP; 2023-2025): West Yost completed the City’s PUMP in March of this year. The PUMP is the City’s first comprehensive water system planning document. It established system design and planning criteria for the City, projected the City’s future demands based on growth at near-term (2030) and long-term (2050) planning horizons, and evaluated the existing and future systems. The PUMP also included condition assessments for City assets, including the Waterman Water Treatment Plant (WTP),
North Bay Regional WTP , various storage reservoirs, and the distribution system. Recommended improvements were
incorporated into a comprehensive capital improvement
program (CIP), which will inform the City’s water rate
structure. The West Yost team also oversaw a hydraulic model update, which was performed concurrently with the PUMP
under a separate on-call contract with the City. Through completing this comprehensive water master plan with an asset management component, the West Yost team has a
complete understanding of the City’s water system and how it operates. Having developed the City’s water system design and planning criteria with City staff, we are well equipped to help the City ensure developers adhere to those standards.
On-Call Water System GIS and Hydraulic Modeling Support Services (2018-ongoing): West Yost has provided on-call GIS and hydraulic modeling support for the City since
the completion of the hydraulic model development and
calibration project. On-call support tasks have included regular potable water system GIS updates, biannual
hydraulic model updates, as-needed fire flow evaluations, and as-needed hydraulic modeling evaluations. Work for
the bi-monthly GIS updates generally include adding new developments, modifying existing water facilities based on recent improvements, and updates to water appurtenances based on field findings from City staff. Providing on-call water system support has deepened West Yost’s understanding of the City’s water system facilities and operations.
General Plan Update Infrastructure Analysis (2021-2024):
In December 2024, the City completed a comprehensive
General Plan Update called Fairfield Forward 2050. As a subconsultant, West Yost provided water, wastewater, and storm drainage infrastructure analysis in support of the General Plan Update. Support was provided over a span
of four years and included an initial study to assess the existing condition of the City’s utilities, a second study to evaluate the impact of various land use alternatives on the City’s water, wastewater, and storm water systems, and a final study evaluating the impact of the preferred land use plan. West Yost also provided peer review on some sections of the Environmental Impact Report (EIR) for the General Plan Update. Through this work, our team knows and
understands the City’s proposed General Plan land uses
and policies as they relate to the City’s water system.
EXPERIENCE AND QUALIFICATIONS
West Yost’s Experience with Recent City of Fairfield Projects West Yost has collaborated with the City of Fairfield since 2003, working closely with City staff on more than 15 water system planning and design projects. Through the many projects we have completed for the City, West Yost has gained a solid understanding of the City’s water system facilities and operations, as well as potential opportunities and challenges for water system improvements. Highlights of our past projects with the City include the following projects:

water system planning document, which establishes
design and planning criteria, evaluates the existing and future system, and includes condition assessments for
water treatment plants, storage reservoirs, and the
distribution system.
3 City of Fairfield | West Yost Statement of Qualifications | July 2025 Risk and Resiliency Assessment and Emergency Response
Plan (2019-2021): West Yost spearheaded the City’s
response to America’s Water Infrastructure Act of 2018
(AWIA). The documentation prepared by West Yost included a comprehensive Risk and Resilience Assessment (RRA)
and Emergency Response Plan (ERP) which enumerated,
evaluated, and addressed response planning and
procedures associated with a broad variety of threats which may affect the City’s treatment and distribution systems over time. This effort provided West Yost with invaluable insights into the big-picture strengths and risks inherent in the City’s water systems, as well as the partnerships and delineations of roles and responsibilities which govern the management and operation of the City’s assets.
2015 Potable Water Pump Station Asset Management
Plan and 2022 Update (2014-2015 and 2023): West Yost
performed the 2015 condition assessment and asset
inventory of the City’s potable water pump stations and developed a customized asset management database. West
Yost also analyzed the risk of asset failure at each pump station, identified and prioritized near-term repairs and maintenance modifications, and developed a long-term
rehabilitation and replacement plan. West Yost updated
the plan in 2023, and it was included in the City’s PUMP .
Developing this plan has fostered an understanding of the needs and opportunities associated with the City’s pump stations, as well as the operational priorities of City staff.

4 City of Fairfield | West Yost Statement of Qualifications | July 2025 Hydraulic Model Development and Calibration
(2017-2018): West Yost developed a water system hydraulic model and performed static and dynamic verification. In coordination with City staff, West Yost conducted hydrant tests to confirm the roughness coefficients (C-factors) of pipelines throughout the City’s water system. West
Yost calibrated the hydraulic model to match observed
field conditions. Following model calibration, West Yost performed a dynamic verification for summer and winter
conditions, which consisted of developing extended period simulations that generally mimic observed trends over a 24- hour period. The City’s water system hydraulic model will continue to be an important tool for the City as it assesses future development proposals.
Potable Water System GIS Update (2015-2016): West Yost
updated the City’s potable water system facilities in GIS to a standardized format using the ESRI Water Utility Network format and customized it to fit the City’s needs. West Yost validated the new GIS structure using topology tools to facilitate the conversion to a hydraulic model. West Yost’s understanding of hydraulic model development helped
guide the GIS updates to ultimately develop and calibrate a successful hydraulic model.

Water Utilities
City of Fairfield

As part of the Potable Water System GIS Update,
West Yost developed a GIS mapbook that shows the
location of water utilities throughout the City.
West Yost worked closely with City of Fairfield staff to conduct hydrant testing as part of the City’s Hydraulic Model Update Project. The testing results helped our team update the City’s water system hydraulic model, which is used to evaluate and improve water service to residents.
