RECOMMENDED ACTION
Hold public hearing; adopt resolution; waive full reading, read by title only; and introduce ordinance for first reading.
STATEMENT OF ISSUE
Rob White of Rancho Tolenas Corporation requests a General Plan Amendment from Residential- Low Medium (RLM) and Open Space Conservation (OSC) to Residential Low Medium (RLM) and Residential High (RH) and a Zone Change from Residential Medium (RM), Industrial & Business Park (IBP) and Open Space Conservation (OSC) to Residential Low-Medium (RLM) and Residential High (RH) to support the development of 375 residential units (151 single-family residential units, 224 multi-family residential units) east of the High Line Drive and Golden Way (Assessor Parcel Numbers [APN] 0170-050-540 and 0170-050-550 or portions thereof).
DISCUSSION
On August 13, 2025, the Planning Commission adopted Resolution PC2025 -5 approving Development Review (DR2025 -001), Development Review (DR2025 -002), an d Tentative Subdivision Map (TS2025-001) for the subdivision of two legal lots to three numbered Lots and eight lettered lots to allow the development of 151 single-family residential units and 224 multi- family residential units and supporting parklets, op en space, and trail. Additionally, Planning Commission approved Rancho Tolenas Corporation update to the Villages at Fairfield Master Plan’s Design Guidelines. The project site is currently undeveloped. The Planning Commission recommended City Council approval of the proposed General Plan Amendment and Zone Change and Environmental Impact Report (EIR) Addendums.
A General Plan Amendment and Zone Change are proposed to adjust land use designations and zoning classifications to accommodate the Project’s res idential densities, specifically zoning for RH for the multifamily community and maintaining RLM for the single-family neighborhoods. The Zone Change will remove the current IBP and OSC designations and replace them with RLM and RH designations. A detailed description of the project can be found in the Planning Commission Staff Report included as Attachment 4.
The project is consistent with the following General Plan objectives:
General Plan Policy LU-2:
Promote a variety of housing types to serve the div erse needs of the community and stimulate investment.
General Plan Policy LU-16:
Ensure that new development is designed to optimize Fairfield’s Linear Park, making the park a central feature that enhances quality of life, connectivity, and recreational opportunities for residents.
General Plan Policy TP-1:
Ensure that future land uses are compatible with the continued operation and military readiness of Travis Air Force Base, as well as the health and safety of Fairfield residents in its vicinity.
Objective OSCR-3.2: Open Space Management.
Manage natural open space lands and embrace public access, where feasible, in a manner consistent with wildlife protection, habitat preservation, and fire prevention.
General Plan Objective OSCR-3.5:
Protection of Biological Resources with New Development.
Environmental Review: An Addendum to a previously certified EIR has been prepared for the Project, as allowed under the California Environmental Quality Act . Since all potential environmental impacts were already studied in earlier EIRs for the Villages at Fairfield and Hawthorne Mill projects, and no new significant impacts have been identified, a new EIR is not required. The Addendum is attached as Exhibit A of the Resolution.

PUBLIC CONTACT/ADVISORY BODY RECOMMENDATION
The Planning Division published a public hearing notice in the Daily Republic newspaper on August 10, 2025, and mailed it to all property owners within 500 feet of the project for the City Council meeting on September 2, 2025. As writing of this staff report, the staff has not received any subsequent correspondence on the project.
ALTERNATIVE ACTION
Council may choose to deny any or all the requests and not adopt the proposed ordinance. In this case, the General Plan Amendment and Zone Change would not occur, and the Lago Vista residential project would not be able to proceed.
