DISCUSSION
On May 16, 2023, the City Council adopted Resolution No. 2023 -124, approving a contract with St. Francis Electric, LLC (St. Francis) to construct pedestrian and bicycle crossing enhancements at five non -signalized intersections identi fied as high crash intersections. H AWK signals were selected as the most effective solution to mitigate crash patterns at these locations by helping to reduce vehicle speeds and clarify right -of-way priority between motorists, pedestrians, and bicyclists.
In addition to the HAWK signal installations, the Project included the construction of an American with Disabilities Act (ADA) compliant curb ramp at the intersection of Pennsylvania Avenue and Empire Street as well as the installation of relevant signage and pavement markings. Additionally, a pedestrian refuge median was constructed at the same intersection to enhance crossing safety.
Construction for the Project began on January 4, 2024. The Project was temporary suspended from April 29, 2024, to November 15, 2024, due to extended lead times on the procurement of the control cabinets. Additional delays occurred due to the rainy season and the late arrival of backordered and loaned parts, which were not received until August 5, 2025. The five si gnals were energized and became operational on December 20, 2024.
During construction of the Project, eight change orders and one administrative order were issued, resulting in a total contract adjustment of $ 27,963. These change orders included the removal of an existing pull box between Pennsylvania Street and Empire Street, the relocation of an existing picket fence at the corner of Travis Boulevard and Clay Street , repair s to cracked sidewalk and retaining curbs, concrete work to correct driv eway, removal of asphalt in the roadway to comply with ADA standards, paint ing of the median curb , and the installation of additional median reflectors. Upon Project completion, an administrative change order was processed to reconcile the contract amount, reflecting quantity reductions on one bid item. The final punch list items for the Project were completed on August 8, 2025.
The construction authorization for the Project was approved in the amount of $2,162,504 which included a total bid of $1,965,912 and a 10% contingency of $196,592. The final cost for the Project was $1,937,949, which is approximately 10.38% below the amount authorized for construction.
Following the council’s acceptance of the Project as completed, a notice of completion will be filed with the County of Solano’s Recorders Office.

The Public Works Operation Division will manage expenses associated with the ongoing maintenance of the signals, which will be funded by the General Fund.
