Adopt resolution.
STATEMENT OF ISSUE
The City of Fairfield must have a billing subcontractor in place to improve its chances of being the successful bidder for the Solano County Request for Proposal (RFP) for Exclusive Operating Area Rights for Medical Transport Services.
DISCUSSION
The Solano Emergency Medical Services Cooperative (SEMSC) has released an RFP for a new long- term contract for the exclusive operating rights to provide emergency medical transport services.
Through Resolution 2024-296 the City Council directed the City Manager to proceed with bidding on the SEMSC RFP. To best positio n the City’s proposal, we must have a billing subcontractor in place prior to submittal on October 10th.
The City, led by Fire Department staff, conducted a publicly available Request for Qualifications (RFQ) to provide Ambulance and First Responder Fee Billing Services and is recommending the proposed agreement with Wittman Enterprises, LLC. The agreement would be contingent upon the City being awarded the SEMSC contract to provide ambulance transport and shall commence on the start of such contract. The term of the agreement is expected to be five years.
Wittman Enterprises, LLC submitted an impressive response to the City’s RFQ and has 34 years of experience as a long-standing California based billing provider, including extensive fire service and public Emergency Medical Services (EMS) experience. They have a proven track record with 130 public EMS clients, including strong PP-GEMT experience and low claims ration per employee to ensure quality.
FINANCIAL IMPACT
Wittman Enterprises, LLC’s proposal fo r billing services is 2.99% of net collections (estimated at $1.6M in the first year or roughly $8.6M for the five-year term), so they will only be paid for their service when a bill is collected on, versus a fixed fee per bill or a percentage of gross bil lable charges. The City will not pay any upfront or out -of-pocket cost for billing services associated with this agreement.
PUBLIC CONTACT/ADVISORY BODY RECOMMENDATION
Via the Fire Department, the City conducted a publicly available RFQ from July 28 through August 8, 2025.
ALTERNATIVE ACTION
The City Council may decline to approve the Tentative Agreement with Wittman Enterprises, LLC.
Not approving the tentative agreement with Wittman Enterprises, LLC may jeopardize the City’s likelihood of success with its SEMSC RFP submission, as the City will not otherwise have the ability to enter into a Tentative Agreement with another vendor prior to the RFP deadline on October
