STATEMENT OF ISSUE
The Human Resources Department (HR) seeks approval to amend its current Professional Services Agreement with Oppenheimer Investigations Group LLP for as -needed investigative services by increasing the not-to-exceed amount.

DISCUSSION
Oppenheimer Investigations Group LLP is one of several consultants that HR utilizes for as - needed investigative services. Oppenheimer Investigations Group LLP specializes in workplace investigations and has conducted hundreds of investigations for public a gencies involving allegations of harassment, discrimination, retaliation, and other misconduct. HR often requires these types of services and depends heavily on Oppenheimer Investigations Group LLP to provide thorough investigations and detailed, accurate reports.

The City of Fairfield entered into a three-year agreement with Oppenheimer Investigations Group LLP on June 13, 2024, with an ending date of June 30, 2027, and a not -to-exceed amount of $100,000. On March 17, 2025, Amendment No. 1 sought to cor rect the discrepancy in the contract terms from June 30, 2025, to June 30, 2027, but did not increase the not -to-exceed as funds were still available on the current contract. As the need for these services has increased,

HR requests approval of Amendment N o. 2 to increase the not-to-exceed amount by an additional $100,000 to $200,000 as the current not -to-exceed amount of $100,000 has been reached.

FINANCIAL IMPACT
The amount of the proposed amendment is $ 100,000. The funds for this amendment are accounted for in the General Fund (10115100).

ALTERNATIVE ACTION
The council may choose not to approve the amendment and direct the HR Department to seek legal and investigation services from another consultant. However, this will delay current investigations.
