STATEMENT OF ISSUE
The Information Technology (IT) department seeks City Council approval for an amendment to the software as-a service agreement (SaaS) with Tyler Technologies, Inc. for a 5 -year renewal of the Tyler Munis Enterprise Resource Planning (ERP) system and EnerGo v Enterprise Permitting, and Licensing (EPL) services.

DISCUSSION
The EnerGov permitting and licensing software, owned by Tyler Technologies, is a key component of the Fairfield Fast Forward initiative to modernize the City’s enterprise systems. Branded locally as B.U.I.L.D., EnerGov is an integrated Enterprise Permitting and Licensing (EPL) solution that streamlines permitting and licensing processes and supports revenue generation from permits and licenses issued to individuals and businesses.

In September 2020, the City entered into a five-year SaaS agreement with Tyler Technologies, as part of the Fairfield Fast Forward initiative. The agreement provided for the implementation and support of:

 Munis: the City’s core ERP system for financial manageme nt, procurement, human resources, and budgeting.
 EnerGov EPL (B.U.I.L.D.): the City’s permitting and licensing platform.

Together, these platforms have improved internal processes, enhanced customer service, and enabled efficient use of permits and lice nses while maintaining financial and regulatory compliance.

This amendment will extend the SaaS agreement through September 30, 2030, continuing both ERP and EPL system services while incorporating necessary integration and support enhancements.

In addition, staff are requesting:
 Automate impact fee assessment – The Building team currently collects impact fees on behalf of other departments and agencies. These fees were only configured for manual entry during the original EnerGov implementation due to t ime and resource constraints.

Automating this process will improve efficiency, reduce errors, and accelerate permit processing by leveraging applicant data and permit geolocation.  Adding pre-paid training service – Providing flexibility for future training needs as system features and staffing evolve.

FINANCIAL IMPACT
The total amount for the amended agreement shall not exceed $3,239,525, which covers ongoing licensing, hosting, support, and training costs over the next five years. The amount also includes a contingency of $100,000 for unanticipated expenses that may arise during term.

 Munis and EnerGov (EPL): $603,535 annually for licensing, hosting, and support services.  Impact Fee Automation: A one -time cost of $104,000 for configuration and implementation.
 Pre-Paid Training : A one -time cost of $17,8 50 to provide flexibility for future training needs.

The term of this agreement will be extended to September 8, 2030. Funding for the amendment is available in the Computer Fund (Fund 522), Project CITMUNI001.
