STATEMENT OF ISSUE
In 2022, t he City secured a $4 million federal grant to construct widening improvements to Vanden Road – Segment 19 (Jepson Parkway Phase 2C ). The Federal Highway Administration (FHWA) administers this grant and requires the City to revalidate the environmental assessment for Segment 19 and ensure consistency with the National Environmental Policy Act (NEPA). The City desires t o retain the p rofessional services of environmental consultation company LSA Associates, Inc. (LSA) to prepare and submit the necessary documents to the FHWA to revalidate and finalize the NEPA documents for the Vanden Road – Segments 17a, 17b, and 18 (Jep son Parkway Phase 2B) and Jepson Parkway Phase 2C.
DISCUSSION
On June 26, 2011, the City Council adopted Train Station Specific Plan , including proposed improvements to Vanden Road, and its accompanying environmental impact study (EIS). Since FHWA’s initial approval, Vanden Road’s alignment was shifted further away from existing Vanden Road and elevated to support removal of the at -grade railroad crossing . As such, the FHWA required the City to revalidate the EI S in order for the City to use grant fun ding towards constructing Jepson Parkway Phase 2C.
Public Works is revalidating the EIS for Jepson Parkway 2 B as part of this effort. Although the FHWA does not require revalidation for Jepson Parkway 2B since the City is funding this segment through local and developer funds, City staff support revalidating this segment to maintain consistency with the overall EIS for Jepson Parkway.
FINANCIAL IMPACT
The professional service agreement with LSA for environmental services will authorize a contract for an amount not-to-exceed $300,000. Funding for Jepson Parkway 2C was previously allocated in the fiscal year 2025-2026, and the agreement will be funded by the Capital Streets Fund (Fund 252; CPW070108).

ALTERNATIVE ACTION
If there are any additional questions, the council may postpone authorization; however, this will result in undue delay towards construction of Vanden Road – Segment 19.
