RECOMMENDED ACTION
Adopt resolution.
STATEMENT OF ISSUE
Adoption of the resolution will formally accept the subdivision improvements for the Midway Meadows Subdivision (Subdivision) as complete.
DISCUSSION
Discovery Builders, Inc . (Developer) has completed all the required improvements for the subdivision in accordance with the subdivision improvement agreement a dopted by the City Council on December 19, 2023, by Resolution No. 2023-300. The Subdivision consists of 14 single- family residential units at the exiting terminus of Midway Road, located approximately 0.25 miles west of the Beck Avenue and Woolner Avenue intersection.
As part of the improvements, the Developer constructed new curb, gutter, and sidewalk along Midway Road and connected new water and sewer mains to the existing public utility infrastructure in Midway Road. Additionally, the Developer installed a new double detector check assembly and sewer manhole at the Midway Road frontage to demarcate the limit of private versus public responsibility and replaced the existing public streetlight fixture with a light emitting diode (LED) fixture.
Staff has inspected the subdivision improvements and found them to be complete in accordance with City standards and the requirements of the subdivision improvement agreement. The final punch list was completed on July 17, 2025 . The proposed resolution accepts the subdivision improvements as being complete, except for the obligation of the Developer to repair or reconstruct defective work for a period of one year after final acceptance.
FINANCIAL IMPACT
Acceptance of the public improvements by the council will obligate the City to maintain the public improvements, which include sidewalk s, streetlights, water, and sewer utilities . On -going maintenance for the public improvements will be funded by the City’s General Fund and Water Enterprise Fund. The Developer created a Maintenance Association to govern common interests shared among the residential lots. All new landscaping installed as part of this development shall be privately owned and maintained by either the Maintenance Association or the homeowners.
