Subject: Ballot Measure Public Outreach
Consultant Services
David:
Thank you for the opportunity to offer our research and strategy services to the City of Fairfield. We look forward to conducting two voter surveys. First survey to assess voter propensity for a sales tax measure to the June or November 2026 ballot, and a second survey to identify the impact of education and outreach should the decision be to bring the measure to the November 2026 ballot.
Bill Berry Campaigns has deep knowledge of Fairfield’s voters and values, we are uniquely qualified to support the City’s 2026 sales tax measure effort with the data, strategy, and creativity required to succeed. No other firm has our track record in Solano County.
In 2024, Probolsky Research collaborated with Bill Berry Campaigns for the City of Benicia to achieving the highest percentage of "yes" votes for a local tax measure in the state.
We ran the campaign, conducted the polling, or both for the each of the following successful projects: Fairfield- Suisun Unified School District bond measure, Solano Community College District bond, City of Benicia, City of Dixon, and Suisun City taxes and a successful bond measure for the Dixon Unified School District We don't just run ballot measure public outreach campaign — we run engaging, creative and ethical public education efforts grounded in behavioral science, tested messaging, and data-driven strategies.
We apply principles such as loss aversion, readability, and social proof to help voters make informed decisions — and to help cities establish lasting trust.
We are ready to partner with Fairfield to:
Conduct statistically valid surveys of registered voters Design and implement a multi-phase public information campaign Create compelling, multilingual content across print, digital, and live formats Provide ballot measure language guidance, FAQs, messaging, and outreach materials Track and report outcomes, adapt strategies, and help ensure voter understanding Probolsky Research is a national firm, based in California. We have acted as a pollster and strategic advisor on thousands of city and county voter research projects. We specialize in identifying community priorities, testing funding measures, and analyzing voter sentiment to inform successful revenue strategies. Our methodological approach will achieve an inclusive representation of the City’s voters who are likely to vote in upcoming elections.
Our team includes communication, data analytics, economics, organizational leadership, political campaign, and public policy experts. Having these talents in one team means that we can take a 360 -degree approach to our work for local government. We achieved 100% accuracy and a win rate for local ballot measures in 2024. We do not rely solely on our academic credentials, our differentiator is that we have run and won campaigns. We know the City will not advocate for a ballot measure, but having a clear under standing of voter behavior in the early stages of the research process cannot be compensated for later.
Our disability and diversity advisor will help ensure the research process is sensitive to those with physical disabilities and fully inclusive. Dr. Adam Probolsky will serve as the project manager for Probolsky Research, Bill Berry will serves as project manager for William Berry Campaigns.
