RESOLUTION NO. 2025-187
AUTHORIZING THE CITY MANAGER TO EXECUTE A PROFESSIONAL SERVICES AGREEMENT BETWEEN THE CITY OF FAIRFIELD AND ZANJERO, LLC. FOR WATER SUPPLY PORTFOLIO
MANAGEMENT SERVICES AND WATER RELATED LEGAL SERVICES
WHEREAS, Fairfield is undergoing rapid and modern growth that requires an inventory of its water supply portfolio to meet its expanding needs; and
WHEREAS, the City seeks to evaluate long-term trends related to its water asset portfolio caused by regulatory changes, such as those derived from the Bay-Delta Water Quality Control Plan; and
WHEREAS, the City seeks to develop a comprehensive water supply portfolio management tool; and
WHEREAS, the City seeks to investigate and identify additional water suppl y options, evaluate those options and assess the advantages and disadvantages associated with their acquisition options; and
WHEREAS, Zanjero, LLC (Zanjero) has worked with the City and is familiar with its water supply portfolio and expanding needs; and
WHEREAS, Zanjero has the necessary tools and experience in water accounting, water engineering, and water law to support the City; and
WHEREAS, staff recommends authorizing a Professional Services Agreement with Zanjero to provide water supply portfolio management and water-related legal services.
NOW, THEREFORE, THE COUNCIL OF THE CITY OF FAIRFIELD HEREBY RESOLVES:
Section 1. The city manager is hereby authorized and directed to execute on behalf of the City of Fairfield an Agreement between the City of Fairfield and Zanjero, LLC. for specialized water accounting, water planning, water engineering, and water legal services for a total not-to-exceed fee of $250,000.
Section 2. The city manager or authorized designee is hereby authorized to do all things necessary to implement the above mentioned contract.
