RESOLUTION NO. 2025-189
AUTHORIZING AN UPDATE TO THE FISCAL YEAR 2025-2026 BUDGET FOR THE ENERGY CONSERVATION PROJECT-PHASE 1
WHEREAS, the City of Fairfield has undertaken a comprehensive energy efficiency initiative (Project; CPW010107) with W illdan Energy Solutions through Resolution No. 2024 -279. The Project includes solar installations, lighting retrofits, Heating, Ventilation, and Air Conditioning (HVAC) upgrades, and other conservation measures acroAuthorizing an Update to the Fiscal Year 2025-2026 Budget for the Energy Conservation Project – Phase 1 Projectss multiple City facilities; and
WHEREAS, the total cost of the contract with Willdan is expected to be $29,998,064. The City will fund $8.6M of the costs with available City funds and will finance the remainder of the improvements. The City has opted to not finance project contingency costs estimated at $1,581,723; and
WHEREAS, two project change orders—one pertaining to asbestos testing and remediation, and the other concerning HVAC ducting and lighting components—along with several miscellaneous expenses associated with the temporary relocation of City staff to mitigate construction impacts during the City Hall renovations, currently total $287,400; and
WHEREAS, these costs were not budgeted for in the approved fiscal year (FY) 2025-2026 budget, thus requiring a budget adjustment of $287,400 from Intergovernmental Services Fund to the Public Buildings Fund; and
WHEREAS, the revised appropriation cons titutes an update to the FY 2025 -2026 budget approved pursuant to Resolution No. 2025-103.
NOW, THEREFORE, THE COUNCIL OF THE CITY OF FAIRFIELD HEREBY RESOLVES:
Section 1. The council hereby approve a budget adjustment of $287,400 of Intergovernmental Services Funds (Fund 551) to the Public Buildings Fund (Fund 254) for the Project.
Section 2. The council hereby approves an increase in appropriations of $287,400 in the Public Buildings Fund (Fund 254) for the Project.
Section 3. The city manager or designee is hereby authorized to do all things necessary to implement the above-mentioned contract.
