RESOLUTION NO. 2025-194
APPROVING THE SUBMISSION OF THE FY 2024-2025 COMMUNITY DEVELOPMENT BLOCK
GRANT PROGRAM CONSOLIDATED ANNUAL PERFORMANCE EVALUATION REPORT TO THE U.S. DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT (HUD) AND AUTHORIZING THE
CITY MANAGER TO EXECUTE ANY AGREEMENTS OR DOCUMENTS REQUESTED BY HUD
WHEREAS, in order to receive Community Development Block Grant (CDBG) funds, the U.S.
Department of Housing and Urban Development (HUD) requires the submission of a Consolidated Annual Performance Evaluation Report (CAPER) to report on the progress made towards the annual action plan; and
WHEREAS, the CAPER summarizes the achievements of funded public services and non -public service activities during the fiscal year and is the final required activity by HUD in the annual CDBG funding cycle; and
WHEREAS, a notice was published in the Fairfield Daily Republic newspaper on August 27, 2025, announcing the 15 -day public comment period from August 28, 2025, through September 11, 2025. The notice also advised the public of the public hearing at the City Council meeting o n September 16, 2025.
NOW, THEREFORE, THE COUNCIL OF THE CITY OF FAIRFIELD HEREBY RESOLVES:
Section 1. The council approves the submission of the CAPER for Fiscal Year 2024-25 to HUD.
Section 2. The city manager is hereby authorized and directed to tak e all necessary actions to submit the CAPER for FY 2024-2025 to HUD and execute any Agreements requested by HUD.
