Agenda Item No: P.2

AGENDA REPORT
DATE: October 21, 2025

TO: Mayor and Council

FROM: David Gassaway, City Manager

SUBJECT: Resolution 2025-211 FN Updated Fee Schedule

Amending the Master Fee Schedule for Fiscal Year 2025-2026 Police Fees

Contact: John Furtado, (707) 428-7629

RECOMMENDED ACTION
Hold public hearing and adopt resolution.

STATEMENT OF ISSUE
Staff recommends that council hold a public hearing to consider adopting a resolution updating Police fees and charges for certain services provided by the City of Fairfield for fiscal year (FY) 2025-2026 as listed in Attachment 3.

DISCUSSION
In June 2025, council adopted the City of Fairfield’s biennial budget, which included an updated FY 2025-2026 Master Fee Schedule. As part of the update, the Police Department fees were reviewed and updated to reflect the annual Consumer Price Index (CPI) increases to the fees.

Following the adoption of the budget, staff identified several Police Department fees that were incorrectly adjusted to include CPI increases when they shouldn’t have been included. The proposed resolution will amend the Master Fee Schedule to re move the CPI adjustments to all Police Department Fees that were identified as needing to be corrected. If approved, the new and revised fees will be effective October 21, 2025, as the fees are not associated with planning, development or public works and are not subject to a 60-day waiting period requirement.

FINANCIAL IMPACT
As currently drafted, it is pertinent to note that the revenue is not intended to fund new services; rather, the revenue is intended to offset the costs of providing existing services that are recoverable from fees. Consequently, while fees may rise annual ly, typically labor and contract services costs (the primary driver of fee-related costs), also rise annually. Recalibrating these fees

provides an offset of existing expenditures/needs rather than a source of funding for expanded service levels.

ALTERNATIVE ACTION
The council may choose not to approve the resolution and instruct staff to revise the FY 2025- 2026 Police Fees as listed in the Proposed Police Fee Schedule.
