RECOMMENDED ACTION
Adopt resolution.

STATEMENT OF ISSUE
The Human Resources Department (HR) seeks to amend the current terms and conditions and adopt the resolution for the new successor memorandum of understanding (MOU) between the City and Fairfield Police Managers’ Association (FPMA) to reflect the amendments made to the agreement as a result of successful bargaining between the parties.

DISCUSSION
In March of 2025 , city management and FPMA representatives began negotiating a successor MOU. The parties came to a negotiated settlement for the successor MOU, and the members of FPMA have voted to ratify this new agreement. Management’s approach to negotiation was focused on generating significant savings for the city without compromising essential services.

The immediate impact of approving this MOU is a projected savings of $15,000 over the next two years. While this figure may seem modest in the context of the city's overall budget , it yields significant long-term savings over a ten -year period estimated at $335,250. This MOU, and the collaborative, good-faith negotiations with which both parties participated, is a proactive step towards securing the city’s financial future. Therefore, staff recommend the City Council adopt the resolution for the successor MOU with FPMA.

The term of the successor MOU begins July 1, 2025, and expires June 30, 2027. The amendments will take effect on the first full pay period following the council adoption of the successor MOU.

There are no cost-of-living adjustments during this term of this MOU.

Additional amendments to the successor MOU are summarized in the table below:

Provision Summary of Change
Bereavement Leave Updated to ensure compliance with state law Bilingual Pay Updated eligibility standards to ensure pay is granted only where language skills are routinely
used
Constructive Receipt Committed parties to meet and confer to ensure leave cash-out practices comply with federal
Internal Revenue Service (IRS) rules, thus protecting
the City from risk of penalties
Deferred Compensation: 401(a) Enhanced benefit offerings Health, Life Insurance, and Other Benefits Streamlined existing language Holidays Eliminated floating holiday and converted existing holiday leave banks to a premium to reduce long-
term liability for unused paid time off
