Funding Source: N/A

Contact: Melissa Minton, (707) 434-3804

RECOMMENDED ACTION
Adopt resolution.

STATEMENT OF ISSUE
The City of Fairfield is an eligible claimant for the Transportation Development Act (TDA) and State Transit Assistance Fund (STAF) through the Metropolitan Transportation Commission (MTC). These funds are the City’s largest revenue sources for transit operations in Fairfield.

Adoption of the resolution will enable the City to file a claim with MTC to receive $ 7,262,440 in sales tax revenues earmarked for local transit services for fiscal year (FY) 2025-2026.

DISCUSSION
Under the State’s TDA, a 1/4 cent of the general sales tax is collected to fund transportation services and capital improvements. The sales tax is collected by the State and returned to the cities and counties based on population. TDA also provides citi es with STAF funding , which is distributed based upon the sales tax collected from the purchase of diesel fuel.

To receive its share of TDA and STAF revenue, the City must submit a combined claim to MTC, the regional agency responsible for the distributio n of these funds. Each fiscal year, the City prepares a claim for submittal to MTC to receive eligible TDA and STAF funds. This claim is based upon the estimated operating budget for FAST’s transit services.

Under the FY 2025-2026 TDA claim, the City may receive up to a total of $7,262,440 in funding to support transit services . TDA funds in the amount of $ 75,860 will be collected from Vacaville’s TDA to reimburse Fairfield for 50% of the Fairfield -Vacaville Hannigan Train Station expenses incurred in FY 2023-2024.

The breakdown of funds that Fairfield may receive through this claim is:

Fairfield TDA Article 4 $4,351,680
Vacaville TDA Article 4 $75,860
Fairfield State Transit Assistance $160,061
Fairfield TDA Article 8 $2,674,839
Total of Claim $7,262,440

Approximately $ 4,587,601 of these funds will be used for the operations of the fixed route services, $ 722,381 for FAST Connect Americans with Disabilities Act ( ADA) services, and $1,952,458 for FAST Connect microtransit services.

FINANCIAL IMPACT
The City anticipates receiving up to a total of $ 7,262,440 in funding to support transit services from TDA and STAF sources. These funds have been included in the budget for FAST.

ALTERNATIVE ACTION
The City Council may choose against filing the claim. This is not recommended, however, as MTC will not release these fund sources to the City for the FY 2025-2026 operating and capital transit expenses. If this were to occur, the City w ould need to either reduce or eliminate services or identify other funding sources to provide for FAST’s FY 2025-2026 operating and capital needs.
