RESOLUTION NO. 2025-199
AUTHORIZING AN UPDATE TO THE FISCAL YEAR 2025-2026 LANDSCAPING AND LIGHTING MAINTENANCE DISTRICT NO. 7 – ROLLING HILLS BUDGET FOR PROPOSITION 218
ENGINEERING AND CONSULTING SERVICES
WHEREAS, in June 2023, the City conducting a Proposition 218 balloting process in Landscaping and Lighting Maintenance District (LLMD) No. 7 – Rolling Hills (District) to increase assessments and address the district’s structural budget deficit; and
WHEREAS, the ballot was not approved by property owners in the District; and
WHEREAS, on May 20, 2025, the City Council directed staff to conduct a second Proposition 218 balloting process in the District at the request of Rolling Hills property owners and at the recommendation of the Landscape Oversight Committee; and
WHEREAS, on July 7, 2025, the City’s ad hoc Request for Proposals Evaluation Committee identified Willdan Financial Services (Willdan) as the top -ranked consultant to provide the required Proposition 218 engineering and consulting services; and
WHEREAS, an update to the FY 2025-2026 District operating budget increasing appropriations by $32,946 is necessary to cover Willdan’s consulting fees; and
WHEREAS, the budget increase will be allocated using the district’s fund balance which will reduce the funds available for services in future years; and
WHEREAS, per Chapter 400, Section 3 of the City’s purchasing policy, the professional services agreement with Willdan will be approved and executed by the purchasing officer (city manager); and
WHEREAS, the revised appropriation constitutes an update to the FY 2025 -2026 Budget approved pursuant to Resolution No. 2025-103.
NOW, THEREFORE, THE COUNCIL OF THE CITY OF FAIRFIELD HEREBY RESOLVES:
Section 1. The council hereby approves a one-time budget adjustment of $32,946 from the LLMD No. 7 – Rolling Hills fund balance to its operating budget (Fund 173).
Section 2. The council hereby approves an increase in appropriations of $32,946 to the FY 2025- 2026 LLMD No. 7 – Rolling Hills (Fund 173) operating budget.
