CITY OF FAIRFIELD
RESOLUTION NO. 2025-204
APPROVING THE PURCHASE FOR SECURITY OPERATIONS CENTER, SECURITY INFORMATION AND EVENT MANAGEMENT SERVICES, AND MANAGED RISK SERVICES WITH EPLUS, INC.
WHEREAS, the City utilizes a 24/7 Cyber Security Operations Center (SOC) for Security Information and Event Management (SIEM), notification, mitigation, event correlation, and protecting City systems from ransomware and other malicious cyber threats; and
WHEREAS, the City also utilizes Managed Risk services, which allow Information Technology (IT) visibility, prioritization, reporting, and assigning vulnerability remediation efforts of applications and various Internet of Things IoT devices across the network; and
WHEREAS, the contract contains an information security record that would reveal vulnerabilities to, or otherwise increase the potential for an attack on, an information technology system of the City of Fairfield (Government Code 7929.210); and
WHEREAS, the City IT Infrastructure and Security Division proposes to purchase SOC and SIEM services and Managed Risk services annual renewal from reseller ePlus, Inc. from the Cybersecurity Project (OITCYBEROP) to cover the purchase and taxes not to exceed $907,030.92 for a five-year term; and
WHEREAS, the City will purchase these services under a cooperatively negotiated purchasing agreement, National Association of State Procurement Officials (NASPO) Master Contract No.
AR2472, which meets the City’s competitive bidding requirements.
NOW, THEREFORE, THE COUNCIL OF THE CITY OF FAIRFIELD HEREBY RESOLVES:
Section 1. The City Council authorizes the purchase for SOC and SIEM services, and Managed Risk services annual renewal from reseller ePlus, Inc., not to exceed $907,030.92 from the Computer Fund 522 (Cyber security Project OITCYBEROP) , which includes five years of subscription and support from November 29, 2025, through November 28, 2030.
Section 2. The City Council further authorizes the city manager or his designee to take all steps necessary to implement this resolution.
