RESOLUTION NO. 2025-212
APPROVING ADDENDUM (ER-2025-024) TO THE VILLAGES AT FAIRFIELD ENVIRONMENTAL IMPACT REPORT (SCH 2004032064) AND APPROVING A GENERAL PLAN AMENDMENT (GPA2025-002) TO REDESIGNATION THE PARKSIDE PROJECT SITE, A VACANT 7.99-ACRE SITE
LOCATED EAST OF PASSION LANE, SOUTH OF GULF DRIVE, AND NORTH OF THE LINEAR PARK TRAIL (ASSESSOR’S PARCEL NUMBER: 0170- 010-052) FROM PUBLIC FACILITIES TO
RESIDENTIAL MEDIUM DENSITY
WHEREAS, On February 11, 2025, applications for a General Plan Amendment (GPA2025 -002), Zone Change (ZC2025 -003), Tentative Subdivision Map (TS2025 -002), Development Review Single Family (DR2025 -005), Environmental Review (ER2025 -0024), and an amendment to the Villages at Fairfield Design Guidelines for proposed 76 single-family residential units located east of Passion Lane, south of Gulf Drive, and north of the Linear Park Trail (Assessor’s Parcel Number [APN]: 0170 -010-052) (the Project) were properly filed with the Department of Community Development in accordance with the rules and regulations governing the official filing of such applications; and
WHEREAS, the Planning Commission held a duly noticed public hearing on October 8, 2025. City staff presented substantial factual information regarding the proposed Project in the staff reports and through oral presentations before the Commission, and the Commission considered public testimony and information presented during the public hearing regarding this application; and
WHEREAS, the City Council held a duly noticed public hearing on November 4, 2025. City staff presented substantial factual information regarding the Parkside project in staff reports and through oral presentations before the council; and
WHEREAS, the council has reviewed the proposed revisions to the General Plan Land Use Diagram and finds these revisions beneficial and consistent with the purpose and intent of the General Plan; and
WHEREAS, the EIR Addendum has been prepared for the Project that satisfies the requirements of the California Environmental Quality Act (CEQA); and
WHEREAS, the EIR Addendum prepared for the Project applies to the City Council’s actions as well as the project actions during the public hearing of the Planning Commissio n on October 8, 2025.

NOW, THEREFORE, THE COUNCIL OF THE CITY OF FAIRFIELD HEREBY RESOLVES:
Section 1. The EIR Addendum, as contained in Exhibit A, is hereby adopted.
Section 2. The General Plan Amendment, as contained in Exhibit B, is hereby adopted.
