Mayor Catherine "Cat" Moy called the meeting to order at 5:00 p.m.

Deputy City Attorney Christian Petrangelo called roll. On roll call were Councilmembers Doriss Panduro, Manveer Sandhu, Scott Tonnesen, and Vice M ayor Pam Bertani, and Mayor Moy. Councilmembers Doug Carr, and K. Patrice Williams were absent.

Present were City Manager David Gassaway, Assistant City Manager / Human Resources Director Farbod Pirouzmand, Human Resources Manager Angela Broaddus, Finance Director John Furt ado, City Attorney David Lim (Zoom), and Deputy City Attorney Christian Petrangelo.
