RECOMMENDED ACTION
Adopt resolution.

STATEMENT OF ISSUE
The Human Resources Department (HR) seeks to amend the current terms and conditions and adopt the resolution for the new successor memorandum of understanding (MOU) between the City and Fairfield Police Officers’ Association (FPOA) to reflect the amendments made to the agreement as a result of successful bargaining between the parties.

DISCUSSION
In February 2025, City management and the Fairfield Police Officers Association (FPOA) initiated negotiations for a successor MOU. Through cooperative discussions focused on balancing essential service delivery with fiscal sustainability, both sides reached an agreement, which has been ratified by FPOA members. Approval of the new agreement represents a fiscally responsible action, with projected net costs of $854,787 in the first year, $320,683 in the second year, and reducing to $178,533 by the tenth year.

This agreement reinforces a shared commitment to fiscal discipline and organizati onal stability.

Staff recommend City Council approval of the resolution adopting the successor MOU with the FPOA.

The term of the successor MOU begins July 1, 2025, and expires June 30, 2027. The amendments will take effect within two full pay periods following the council adoption of the successor MOU.

There are no cost-of-living adjustments during this term of this MOU.
