Adoption of the resolution will formally accept the lake construction for the Canon Station Planning Area 4 as complete.

DISCUSSION
One Lake Holding, LLC (Developer) has completed all the required improvements for the lake construction in accordance with the improvement agreement adopted by the City Council on July 16, 2019, by Resolution No. 2019 -170. The completed construction includes the lake itself, installation of drainage and overflow systems, remote monitoring equipment for lake level observation, chemical controls, and related appurtenances necessary for proper lake maintenance and operation.

Staff has inspected the lake and installations and found them to be complete in accordance with City standards and the requirements of the improvement agreement . The final punch list was completed on September 26, 2025.

The proposed resolution accepts the lake construction as being complete, except for the obligation of the Developer to repair or reconstruct defective work for a period of one year after final acceptance.

FINANCIAL IMPACT
There is no fiscal impact to the City. The Homeowner’s Association (HOA) will be responsible to maintain the lake and all associated components, including the pump station and related systems, to ensure proper lake functionalit y. The city and Developer have executed a Maintenance, Access Easement, Reimbursement and Lease Agreement dated November 12, 2019, which specifics the roles and responsibilities for on -going lake operations. A portion of funding for lake maintenance is provided by revenue collected by the Train Station Specific Plan Community Facilities District Tax.
