STATEMENT OF ISSUE
The adoption of the resolution accepts the Fairfield-Vacaville Hannigan Train Station Parking Lot Project (Project) as complete.
DISCUSSION
On January 21, 2025, the City Council adopted Resolution No. 2025-07, approving the plans and specifications and awarding a contract with Mountain Cascade Inc. (Mountain Cascade) to construct an additional 158 parking spaces, 27 of which were designed for the future installation of electric vehicle charging stations. The Project also included landscaping, lighting, and concrete sidewalk improvements.
Construction started on April 21, 2025. During the construction of the Project, two change orders were issued, resulting in a contract adjustment of $1,377.92. The first change order addressed the relocation of one of the existing islands to avoid a gas line and included the addition of a new island with associated electrical work. The second was a deductive change order issued to adjust quantities for additional work. The final punch list items for the Project were completed on September 9, 2025. The parking lot was opened to the public on October 29, 2025.
The total construction authorization for the Project was approved for $2,327,850.25. This amount included a total bid of 2,116,227.50 and a 10% contingency of $211,622.75. The final cost for the Project was $2,117,605.42, which is approxima tely 9.03% below the amount authorized for construction.
Following the council’s acceptance of the Project as complete, a notice of completion will be filed with the County of Solano’s Recorders Office.
FINANCIAL IMPACT
After council acceptance, the ongoing maintenance of the improvements will be funded through the Fairfield-Vacaville Train Station Fund, which receives revenue from the Transportation Development Act (TDA). Funds collected from the City of Vacaville’s TDA allocation will reimburse the City of Fairfield for 50% of the ongoing maintenance costs associated with the Project.
