STATEMENT OF ISSUE
City Council is being asked to receive the annual report from the Measure P Oversight Committee.

DISCUSSION
On November 12, 2012, Fairfield voters passed Measure P, a one -cent transaction and use tax ordinance. The ordinance (Ordinance No. 2012 20) was certified as adopted by the voters by the council on December 18, 2012 (Resolution 2012 278), the measure was renewed by voters in 2016 for a further 15 years that will end in the year 2033.

Section 18.85 of the ordinance directed the council to establish a Fairfield Taxpayers Committee (hereafter referred to as the Measure P Oversight Committee or Committee) to review expenditures of revenues collected pursuant to the ordinance. The committee is also responsible to review the annual audit of the sales tax funds and other City financial reports necessary to advise the council of its findings. The committee’s role is advisory in nature, with no decision making authority. The committee consists of five members appointed by the council. Members of the committee must be Fairfield residents and/or taxpayers.

Since Measure P was adopted, the Measure P Oversight Committee has met on a quarterly basis.

The Committee received reports on th e revenues generated by Measure P. The Oversight Committee has also received in depth presentations on the programs and services that are funded by Measure P, as well as other services that the City is enabled to perform due to several

critical areas of Public Safety being funded by Measure P. Attached to this agenda report is the annual report prepared by the Measure P Oversight Committee for the council.
